12. In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting.

14. City Hall and the Zeidler Municipal Building are accessible by "The Hop" City Hall Stations, the MCTS Green Line, Connect 1, 14, 15, 18, 19, 30, 33, and 57 bus routes. Bike racks are available on Water Street, Market Street, and Broadway, and a Bublr Bike Share station is located on the northeast corner of Kilbourn Avenue and Water Street. Limited parking for persons attending meetings during normal business hours is available at reduced rates (5 hour limit) at the Associated Bank River Center on the southwest corner of Kilbourn Avenue and Water Street. You must present a copy of the meeting notice to the parking cashier.
15. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division. 16. Board Member Ericka Sinclair motioned to approve, Board Member Dr. Irum Ziauddin seconded, and the motion passed with all in favor and none opposed.
17. Board Member Dr. Ian Martin reminded the Board and public about the Board’s summer recess, reconvening in September. Board Member Dr. Irum Ziauddin motioned to adjourn, Board Member Ald. Taylor seconded the motion, and it passed with all in favor. The meeting was adjourned at 5:42pm.
18. a. Maternal and Child Health Strategic Plan (Sept) b. Youth Council for STI Support c. Scales Neighborhood Nursing Update d. Board Elections in September e. Lead Enforcement Presentation by Deputy Commissioner Tyler Weber Board Member Dr. Irum Ziauddin asked for further information on the Youth Council idea. Commissioner said it would involve ways MHD can better involve young people on STI outreach and education.
19. Board Members Dr. Darlene Beck and Ericka Sinclair have booked an initial meeting with Clinical Services and Lab. The Board will consider the standard operating procedure proposal in September.
20. a. Ebola Commissioner Totoraitis said the World Health Organization declared a public health event for ebola given its status in the Democratic Republic of Congo and now also in Uganda. Response will utilize a regional 2014 plan that was successful. Currently, there are designated airports for screening travelers from high-risk countries, with screening performed by CDC. MHD is monitoring three returned travelers. There is a 21 day monitoring period. MHD is utilizing partnerships with the state and health systems. At this time, there are no suspected cases of Ebola in Milwaukee and no public health concern for Milwaukee residents. Board Member Dr. Martin asked how many individuals were being monitored in Milwaukee. Commissioner Totoraitis said 3. They were screened by the CDC at the airport upon arrival to the US for contact tracing/questions to identify high risk exposures. They have no symptoms and are merely monitoring for symptoms. MHD is connecting with the individuals regularly, being proactive about communication. Board Member Dr. Irum Ziauddin asked if the medical systems were aware. Commissioner clarified none of the individuals need testing or medical care currently. If testing became necessary, MHD would collaborate with the state and health systems. b. Maternal and Child Health Strategic Plan Commissioner Totoraitis reported on the current status of the Maternal and Child Health Strategic Plan, including (1) origin of the plan to address birth outcomes in Milwaukee, (2) expected timeline with a product by July, (3) stakeholder engagement conducted, (4) environmental scan results overview, highlighting the finding that there are many resources in this city that aren’t fully utilized and care coordination is fragmented, and (5) final product deliverables while acknowledging this will be a living document. Commissioner Totoraitis said the Milwaukee Healthcare Partnership is simultaneously focusing on maternal & child health outcomes from a clinical perspective. Collaboration on this parallel effort will ensure cohesion and prevent duplication. Milwaukee is taking advantage of unique moment of the health systems focusing on this issue. Commissioner Totoraitis also said MHD will be able to utilize existing funding for this upcoming work. Regarding next steps, Commissioner Totoraitis said MHD and MHCP are investigating prenatal care coordination. MHD is considering national models to copy for care coordination. This will involve enhanced use of the electronic health record. No questions from the Board. Board Member Dr. Ziauddin echoed that Milwaukee is a resource rich environment that we want people to be better able to take advantage of. Commissioner Totoraitis said it was encouraging to see shared recognition of the great potential in Milwaukee. Board Member Ericka Sinclair echoed the value of shared partnership in Milwaukee.
21. Board Member Ericka Sinclair announced that on June 6 from 12-4pm there will be a Community Healthcare Access Day for Community Unity Weekend 2026, hosted by both Healthcare Access and Safe and Sound for violence intervention. There will be resources and giveaways. Board Member Dr. Irum Ziauddin asked if the department was participating in the Juneteenth event. Commissioner Totoraitis said MHD will be tabling. Board Member Dr. Ian Martin announced his departure from the Board of Health after this meeting due to a new role in Illinois. Dr. Martin thanked his colleagues for their partnership and shared service on the Board. Dr. Martin thanked Commissioner Totoraitis for his support of the Board. Commissioner Totoraitis thanked Dr. Martin for his leadership and longstanding service. Commissioner Totoraitis welcomes recommendations for candidates to the Board of Health to fill the vacancies.
