    The Commission went into a closed session at 12:21 p.m. and came back into open session at 1:30 p.m. The Commission found based on a preponderance of the evidence that the Department had just cause to discipline the appellant, Mr. Brian Dean.   7. The Board may convene in closed session pursuant to Section 19.85 (1)(a) Wis. Stats., to deliberate concerning a case which was the subject of a quasi-judicial hearing before the Board of City Service Commissioners. The Board may then reconvene in open session concerning any such item following the closed session pursuant to Section 19.85 (2) Wis. Stats.

Stats., "Public Notice of every meeting...shall be given at least 24 hours prior to the commencement of such meeting unless for good cause such notice is impossible or impractical, in which case shorter notice may be given, but in no case may the notice be provided less than two hours in advance of the meeting."
