Councilor Fennessy moved to suspend the rules and consider items not previously advertised. The motion was duly seconded by Councilor Kretovic and passed with no dissenting votes. City Manager Aspell addressed the Council, noting that there is a request to set an appropriation of $370,000 for a public hearing scheduled on December 8, 2025. Councilor Fennessy moved to set Suspense Item #1 down for a public hearing on December 8th. The motion was duly seconded by Councilor Kurtz and passed with one dissenting vote.
