4. 240164 Sponsor: Mayor Quinton Lucas Calling for submission to the qualified voters of Kansas City at an election held on Tuesday, August 6, 2024, for their approval of a question which assesses a host fee up to five dollars ($5.00) per ton of waste on any solid waste transfer station, material recovery station, special waste station, or landfill located within the City; directing the City Clerk to notify the responsible election authorities of the election on or before May 28, 2024; amending Chapter 62 by adding a new Section 62-126 entitled “Host Fees,” which assesses a host fee up to five dollars ($5.00) per ton of waste on any solid waste transfer station, material recovery station, special waste station, or landfill located within the City; and recognizing this ordinance as having an accelerated effective date.

8. 231017 Sponsor: Councilmember Melissa Patterson-Hazley COMMITTEE SUBSTITUTE Amending Chapter 3, Code of Ordinances, by deleting Section 3-457, “Procedures for all other contracts,” and inserting in lieu thereof a new Section 3-457 of like title, for the purpose of giving the Director of the Civil Rights and Enforcement Opportunity (“CREO”) Department discretion to allow certain documents to be submitted after contract execution but before payment is made pursuant to the contract.

9. 231046 Sponsor: Human Resources Department COMMITTEE SUSTITUTE Amending Chapter 2 of the Code of Ordinances of the Kansas City, Missouri, Classification and Compensation Plan, by repealing Sections 2-1076, 2-1077, 2-1079, and 2-1080 and enacting in lieu thereof sections of like numbers and subject matters to create seven new job classifications, retitle two job classifications for positions covered under the collective bargaining agreement with Local 500, adjust the pay grades for two job classifications, and reclassify two existing positions into two new pay grades.

10. 240045 Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Amending Chapter 74, Code of Ordinances, by repealing Article III, “Tax Increment Financing” and enacting in lieu thereof a new article of like number and subject matter to address statutory provisions recently applicable to TIF plans, projects, and commissions in Clay County; and directing the City Manager to solicit the consent of various municipalities as to appointment of municipal representatives to the Clay County KC TIF Commission; authorizing the Administrative Commission to assume certain rights and responsibilities; and authorizing the City Manager to execute certain assignments and consents.
