2. 230445 Sponsor: Mayor Quinton Lucas Calling for submission to the voters of Kansas City, at an election to be held on August 8, 2023, a question amending the Charter of Kansas City to centralize the location for the filing of nominating and recall petitions for City elected office, establish a methodology for the listing of candidates on the ballot, provide that a runoff shall be conducted at the general election for any office in which no candidate for that office receives at least two-thirds (2/3) of the vote at the primary election, establish a minimum number (floor) of signatures for initiative, referendum, and recall petitions, increase the percent of signatures necessary for a recall petition for City elected office from 20% to 25%, and modify the provision regarding the Charter Review Commission; directing the City Clerk to notify the responsible election authorities of the election on or before May 30, 2023; and recognizing this ordinance as having an accelerated effective date because it calls an election.

4. 230826 Sponsor: City Manager Approving an Industrial Development Plan for Cas-KC-neda, LLC for the purpose of acquiring, constructing, improving, and renovating a project for industrial development consisting of a boutique hotel with approximately thirty-five units (the “Project”) located at 1108-1110 Grand Avenue, Kansas City, Missouri (the “Project Site”); authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the City and Cas-KC-neda, LLC; authorizing the issuance of taxable industrial revenue bonds in an amount not to exceed $18,000,000.00; authorizing and approving other documents; and authorizing certain other actions in connection with the issuance of said bonds.

5. 230741 Sponsor: Councilmember Kevin O’Neill COMMITTEE SUBSTITUTE Amending Chapter 60, Code of Ordinances of Kansas City, Missouri, by repealing Section 60-32, Construction of private sewage disposal systems, and enacting in lieu thereof a new section of like number and subject matter; Amending Chapter 61-20, Code of Ordinances of Kansas City, Missouri, by repealing Section 61-20, Enclosing natural drain ditches, and enacting in lieu thereof a new section of like number and subject matter; Amending Chapter 63, Code of Ordinances of Kansas City, Missouri, by repealing Sections 63-21, Title and authority, and 63-24, Definitions, and enacting in lieu thereof new sections of like number and subject matter; Amending Chapter 64, Code of Ordinances of Kansas City Missouri, by repealing Section 64-4, and enacting in lieu thereof a new section of like number and subject matter; Amending Chapter 2, Code of Ordinances of Kansas City, Missouri by enacting a new Article XIX entitled “City Permits”, Section 2-2300 entitled “Permitting Standards” all for the purpose of transferring certain permitting functions from the City Planning and Development Department to the Water Services and Public Works Departments; Directing the City Manager to begin transition of these permits from the City Planning and Development Department to the Water Services and Public Works Departments before May 1, 2024, including taking steps to address any needed staffing, funding, and legislative changes to effectuate the transition; and directing the City Manager to review implementation of these process changes and report back to Council in one year.

7. 230543 Amending Chapter 2, Code of Ordinances by repealing Section 2-970.6, Kansas City Museum Foundation, Inc., and enacting in lieu thereof a new section of like number and subject matter that allows the Kansas City Museum Foundation’s Board to appoint its board of directors, elect its officers and amend its article of incorporation and bylaws without city approval.

13. The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
