4. 260638 Sponsor: Councilmember Nathan Willett Establishing the Kansas City Data Center Transparency Task Force to develop recommendations regarding the planning, regulation, and operation of data centers; directing the development of policies to improve transparency, protect utility ratepayers, coordinate regulatory updates, strengthen workforce development, establish community benefit guidelines, evaluate municipal revenue options, and conduct public engagement; and directing the submission of recommendations to the Mayor and City Council.

7. 260399 Sponsor: Mayor Quinton Lucas Directing the City Manager to develop and publish a plain-language vacant property maintenance guide consolidating existing standards applicable to owners of vacant buildings and structures under Chapters 26, 48, and 56 of the Code of Ordinances, to make such guide publicly available and provide it to registrants under Article VI of Chapter 56, and to develop and implement a city-wide vacant property registration outreach campaign; and appropriating funds from the Development Services Fund to carry out these purposes.

8. 260400 Sponsor: Mayor Quinton Lucas Amending Chapter 88 of the Code of Ordinances, the Zoning and Development Code, by repealing and replacing Section 88-585-02, to authorize administrative approval of certificates of appropriateness for orders to repair issued pursuant to Chapters 48 and 56 for historic structures.

9. 260401 Sponsor: Mayor Quinton Lucas Amending Chapter 56, Code of Ordinances, by repealing Article VI, Registration of vacant properties and foreclosing properties, and enacting a new article of like number and subject matter, including a new Section 56-583, Semiannual fees for chronically vacant nuisance property, vacant commercial property, and vacant unimproved property, to expand vacant property registration to unimproved vacant land and vacant commercial property, add required disclosure of plans or intent for vacant property; establish procedures for investigating and identifying chronically vacant nuisance properties and assess a flat semiannual $200.00 fee for chronically vacant nuisance properties; escalating semiannual fees of $500.00 - $1,000.00 for vacant commercial properties, and escalating semiannual fees of $100.00 - $200.00 for vacant unimproved properties; establish financial hardship criteria and waiver procedures for owners unable to pay registration fees; and amending Chapter 2, Code of Ordinances, Section 2-1722, to update payment provisions for non-installment assessments and special tax bills.

12. 260566 Sponsor: Mayor Quinton Lucas Amending Chapter 10, Code of Ordinances entitled “Classification of Licenses and License Fees” by repealing Section 10-134, entitled “Downtown economic entertainment district” and replacing it with a section of like number entitled “Entertainment Districts; Official Geographic Definitions” to establish official geographic definitions for administrative reference areas and entertainment districts used for licensure, special event administration, and other city-wide regulatory purposes; and amending Chapter 64, Code of Ordinances entitled “Streets, sidewalks and public places” by repealing Section 64-500 entitled “Definitions” and replacing it with a section of like number and subject matter for the purpose of renaming the definition of “entertainment district” to “entertainment district development project”.

15. 260613 Sponsor: Councilmember Darrell Curls Amending Chapter 10, Code of Ordinances, “Alcoholic Beverages,” by repealing and replacing Section 10-266 for the purpose of requiring notice be sent to inform neighbors and neighborhood organizations of a change in ownership to solicit feedback and input through existing licensing processes.

16. 260632 Sponsor: Councilmember Melissa Patterson Hazley Declaring a temporary moratorium on certain property transactions within the 18th and Vine District; and directing the City Manager to develop a comprehensive redevelopment and rezoning plan for the area.
