8. 250582 Sponsors: Councilmembers Melissa Patterson Hazley, Johnathan Duncan, and Mayor Quinton Lucas COMMITTEE SUBSTITUTE Authorizing the Director of Housing and Community Development to execute a contract with Care Beyond the Boulevard to provide a non-congregate, low-barrier shelter facility, ancillary services, and to assist unsheltered families and individuals using the previously-appropriated HOME ARP funds in the amount of $7,137,610.00 under a Request for Proposal (RFP);; authorizing the purchase of property at 5100 Linwood Boulevard, Kansas City, Missouri 64128; directing the City Manager to develop a plan for the enhancement and maintenance of areas within 1,000 feet of a low-barrier shelter and to issue a RFP not to exceed $500,000.00 for the performance of such work; and designating requisitioning authorities.
