    Chair Person Fowler called the meeting to order at 3:06 p.m.

    Chair Person Fowler introduced the committee members and non-committee members present. A quorum was established. Committee Member Engel arrived at 3:07 p.m. and Committee Member Stuckel left at 3:53 p.m.

    Chair Person Fowler stated she would allow public comment on the proposed Ordinance. The speakers would be allowed three minutes each for comments with no more than four speakers in support and four speakers in opposition to the Ordinance. Council Member Hollander spoke to the item. A motion was made by Committee Member Benson, seconded by Committee Member Welch, that this amended Ordinance be untabled. The motion carried without objection.

    A motion was made by Committee Member Welch, seconded by Committee Member Coan, that this amended Ordinance be amended by substitution (see attached document titled, "O-428-16 112817 PROPOSED TREE CANOPY CABS"). Deborah Bilitski, Develop Louisville, spoke to the item. A motion was made by Committee Member Stuckel, seconded by Committee Member Engel, that this Amendment by Substitution be amended by adding a provision that required administrative regulations created by Develop Louisville to enforce this Ordinance to be brought before the Metro Council for final approval. Erin Thompson, Division of Community Forestry, spoke to the item. The motion that this Amendment by Substitution be amended was withdrawn by Committee Member Stuckel. The following spoke in support of the Ordinance: - Joan Lindop, Louisville Sierra Club - Lynn Hamilton, Citizen - Judy Lyons, Tree Ordinance Committee Member - Elizabeth Calenberg, Citizen No one spoke in opposition to the Ordinance. The motion to amend by substitution carried by a voice vote.
