    Chair Person Fowler called the meeting to order at 3:04 PM.

  2. Roll Call

    Chair Person Fowler introduced the committee members and non-committee members present. A quorum was established. Committee Member Engel was given an excused absence, however he arrived at 3:33 PM.

  4. 1. A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT $96,956 OF ADDITIONAL FUNDING FROM THE COMMONWEALTH OF KENTUCKY TRANSPORTATION CABINET FOR THE LOUISVILLE LOOP MCNEELY LAKE TRAIL PROJECT ADMINISTERED BY THE METRO PARKS DEPARTMENT.

    A motion was made by Committee Member Welch, seconded by Committee Member Stuckel, that this Resolution be recommended for approval. Jason Canuel, Metro Parks, spoke to the item. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar.

A RESOLUTION URGING THE AIR POLLUTION CONTROL DISTRICT (“APCD”) TO DENY AMERICAN SYNTHETIC RUBBER COMPANY’S REVISED REQUEST FOR MODIFICATION OF CERTAIN STRATEGIC TOXIC AIR REDUCTION (“STAR”) PROGRAM GOALS AND REQUESTING APCD TO IMPLEMENT THE MOST STRINGENT TOXIC BEST AVAILABLE TECHNOLOGY AND MARGIN OF SAFETY TESTS TO PROTECT THE HEALTH AND SAFETY OF THE COMMUNITY.

    A motion was made by Committee Member Welch, seconded by Vice Chair Ackerson, that this Resolution be recommended for approval. Keith Talley, Air Pollution Control District, spoke to the item. Chair Person Fowler stated she would like to be added as a co-sponsor. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar.

  6. 3. AN ORDINANCE CREATING A NEW SUBCHAPTER OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT CODE OF ORDINANCES RELATING TO THE PROTECTION OF PUBLIC TREES, TREE CANOPY AND ENVIRONMENTAL INFRASTRUCTURE (AMENDED BY SUBSTITUTION) (AS AMENDED).

    A motion was made by Committee Member Welch, seconded by Committee Member Engel, that this Ordinance be recommended for approval. Council Member Leet and David Johnson, Metropolitan Sewer District, spoke to the item. A motion was made by Committee Member Coan, seconded by Committee Member Engel, that this Ordinance be amended by substitution (see attached O-182-17 V.2). The motion to amend by substitution carried by a voice vote.
