    Chair Person Fox called the meeting to order at 3:32 p.m.

A quorum was established. *NOTE: All committee and non-committee members present attended in Chambers, except for Committee Member Shanklin, Committee Member McCraney, and Committee Member Parker, who attended virtually.

    Chair Person Fox introduced Dondre Jefferson, Louisville Metro Parks and Chief Keith Talley, Community Building. Dondre Jefferson gave a status update on the Group Violence Intervention ("GVI" ) program. The following also spoke to this item: - Chair Person Fox - Council President James - Chief Talley - Vice Chair Peden - Committee Member McCraney - Council Member Triplett The following was discussed: - There were several questions regarding individuals with continued involvement in violent situations after the offer of services from GVI. - There were several questions regarding enforcement for individuals that continue to drive violence after the offer of violence prevention services. - There were several questions regarding the rapport and partnerships within the multi-department engagement. - There were several questions regarding the meeting process during multi-departmental engagement. - There were several questions regarding the participation and engagement of Louisville Metro Probation and Parole. - There was a discussion regarding problematic participation and engagement from Kentucky Probation and Parole versus local Probation and Parole. - There were several questions regarding the rapport, support, and partnerships with judicial partners.

    Chair Person Fox introduced Chief Erika Shields, Louisville Metro Police Department ("LMPD"). Chief Sheilds gave updates on active shooter preparedness and training. The following also spoke to this item: - Chair Person Fox - Officer Dustin Clem, Louisville Metro Police Department - Lieutenant Jeff Lauder, Louisville Metro Police Department - Vice Chair Peden - Committee Member Bowens - Council President James The following was discussed: - There was a discussion regarding multi-partner agencies to address active/mass shooting incidents, such as, Homeland Security and SWAT. - There was a discussion regarding the process for investigating potential threats for mass shootings within the community. - There was a discussion regarding training resources and Louisville Metro Police Department's preparedness for training responses to active/mass shooting incidents. - There were several questions regarding militarization of local police departments. - There were several questions regarding coordination between local and suburban police departments within Louisville Metro. - All agencies communicate on the same radio channel as the Louisville Metro Police Department. - There were several questions regarding which police department would take leadership in a mass shooting situation. - There were several questions regarding the processes for addressing active shooter scenarios on school property. - There were several questions regarding whether an agreement of understanding is in place between departments and agencies to address leadership roles during mass shooting scenarios. - There were several questions regarding social media monitoring for awareness in mass shootings. - There were several questions regarding whether the Louisville Metro Police Department issues long guns/shotguns to officers.
