    Chair Fox called the meeting to order at 3:31 p.m.

    Chair Fox introduced the committee members and non-committee members present. A quorum was established. *NOTE: All committee members and non-committee members present attended virtually, except Chair Fox, Vice Chair Peden, Council President James, and Council Member Triplett, who attended in Chambers

  4. 1. Hillard Heinze Report - Chief Erika Shields, Louisville Metro Police Department
    Discussion Item

    Chief Erika Shields, Louisville Metro Police Department ("LMPD"), gave a presentation (see attached). The following also spoke to this item: - Chair Fox - Council President James - Committee Member Shanklin - Council Member Hollander - Vice Chair Peden The following was discussed: - Early Intervention [Warning] System being disconnected and whether that was done electronically or manually -- Third-party report showed that it was not deliberately or intentionally shut off and had been off for years -- work being done to prevent this in the future - Appreciation for the ride-a-longs with LMPD shared by re-appointees to the Civilian Review and Accountability Board - Inspector General office's staffing needs - Currently using the old Early Intervention System and a new one that allows things to be flagged more readily - Investigation regarding situation with protester in Jefferson Square is almost ready - Responsibility of Chief to help maintain morale of LMPD officers - Reason for reassigning the Major [Corey Robinson] previously in District 2 when the Major has been successful in the District - Issue with repeated incidences and establishments still being allowed to have liquor licenses - Whether there is a need to change the Record Retention Schedule to make the Early Intervention System work - Importance of tracking the number of people on Administrative reassignment and having the goal to reduce that number by disposing of investigations/cases more quickly to get people back on street as quickly as possible -- Professional Standards Unit [PSU] process started quickly, and those investigated by the Department are more quickly adjudicated than those investigated by other agencies - Status of staffing and hiring for Accountability and Improvement Bureau -- jobs posted and a few possible hires need to still go before the Merit Board - Number of Domestic Violence cases and whether there is any correlation related to COVID-19 - DNA evidence backlog and consideration of LMPD doing their own DNA testing - Kentucky State Police is tasked with DNA testing, but due to increase in need some DNA testing has been out-sourced -- creating a Crime Lab to conduct DNA testing is challenging due to a low number of people having the qualifications needed to do the testing, due to it being expensive, and needing a space set away from everything else in order to maintain pristine conditions - How shortages in LMPD are manifested compared to the service the public was used to before the shortages -- example of officers not being sent to non-injury accidents -- balancing demands based on criticalness of incidents - Rehires not liking the 12-hour shifts and whether part-time is being considered -- would require negotiation with and approval of Fraternal Order of Police - Whether Swatting, a tactic by gamers to deceive emergency responders into going to another person's address, is an issue at more than one address locally - Appreciation for clearing the backlog of Internal Affairs cases
