    Chair Person Flood called the meeting to order at 1:33 p.m.

  2. Roll Call

    Chair Person Flood introduced the committee members and non-committee members present. A quorum was established. Committee Member Engel and Committee Member Ackerson arrived at 1:35 p.m.

    A motion was made by Vice Chair Stuckel, seconded by Committee Member Coan, that this Ordinance be recommended for approval.     A motion was made by Committee Member Engel, seconded by Committee Member Reed, that this Ordinance be recommended for approval. The motion carried by the following vote and the Ordinance was sent to Old Business: District 20 Council Member Stuart Benson had a vote on this zoning case and voted NO.

    A motion was made by Committee Member Engel, seconded by Committee Member Reed, that this Ordinance be recommended for approval. Brian Davis and Emily Liu, Planning and Design Services, spoke to the item and gave a presentation. A motion was made by Committee Member Hollander, seconded by Committee Member Coan, that this Ordinance be tabled. A voice vote was taken, however, the chair then called for a roll call vote. Initially the roll call vote failed by the following vote with Council Member Leet, District Representative, voting no:

    Committee Member Ackerson questioned whether the District Council Member had a vote on a procedural question. In consultation with the Council Clerk, Chair Person Flood ruled that Council Member Leet did not have a vote on a procedural question. Committee Member Engel requested the Jefferson County Attorney confirm the ruling of the Chair. The Jefferson County Attorney's Office advised that the Chair can rule on the procedural question. Without objection, the ruling of the Chair stood and the Ordinance was tabled.
