    Chair Flood called the meeting to order at 1:02 p.m.

    Chair Flood introduced the committee members and non-committee members present. A quorum was established. *NOTE: All committee members and non-committee members present attended in Chambers, except Vice Chair Reed, Council Member McCraney and Council Member Fowler, who attended virtually.
