A quorum was established. *NOTE: All committee members and non-committee members present attended in Chambers, except Committee Member Purvis, Committee Member Mulvihill, Committee Member Blackwell, Committee Member Parker, Committee Member Holton Stewart, and Council Member Shanklin, who attended virtually.
