A motion was made by Council Member Blackwell, seconded by Council Member Fowler, to appeal the decision of the Chair regarding the decision to hold item 55 (O-182-22). * Council President James relinquished the chair to President Pro-Tem Winkler. President Pro-Tem Winkler explained that the question was whether the decision of the President would stand as the decision of the Council. The motion failed by the following vote and the decision of the President was overturned: * After the vote, Council President James resumed the chair and it was decided that item 55 (O-182-22) would be heard at the end of Old Business.
