   Vice Chair Bast called the meeting to order at 3:04 p.m.

Note: All committee and non-committee members present attended in Chambers, except Chair Reno-Weber, Committee Member Purvis, Committee Member McCraney, and Committee Member Raymond, who attended virtually.

6. 2. A RESOLUTION APPROVING THE BUDGET AND ECONOMIC IMPROVEMENT PLAN FOR THE LOUISVILLE DOWNTOWN MANAGEMENT DISTRICT FOR THE PERIOD JANUARY 1, 2027 THROUGH DECEMBER 31, 2027.

   A motion was made by Committee Member Lyninger, seconded by Committee Member Batshon, that this Resolution be recommended for approval. Rebecca Fleischaker, Louisville Downtown Management District, gave a presentation (see attached). The following also spoke to this item: - Vice Chair Bast - Committee Member Hudson - Council Member Herndon - Chair Reno-Weber - Committee Member Lyninger The motion carried by a voice vote and the Resolution was sent to the Consent Calendar.

A RESOLUTION OF THE LEGISLATIVE COUNCIL OF LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE “ISSUER”) AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT BETWEEN THE ISSUER AND WESLEY MANOR RETIREMENT COMMUNITY, INC. (THE “CORPORATION”), A NON-PROFIT CORPORATION, AND/OR ANY WHOLLY-OWNED SUBSIDIARY OF THE CORPORATION (COLLECTIVELY KNOWN AS THE “BORROWER”) RELATING TO THE FINANCING THROUGH THE ISSUANCE OF THE ISSUER’S BOND ANTICIPATION NOTES IN A PRINCIPAL AMOUNT NOT TO EXCEED $6,200,000 (THE “NOTES”) FOR CERTAIN COSTS INCURRED PRIOR TO THE ACQUISITION, CONSTRUCTION, INSTALLATION, AND EQUIPPING OF LONG-TERM HEALTHCARE AND HEALTH RELATED FACILITIES LOCATED AT 5012 AND 5400 EAST MANSLICK ROAD, LOUISVILLE, KENTUCKY (THE “PROJECT”); AGREEING TO UNDERTAKE THE ISSUANCE OF ONE OR MORE NOTES TO EFFECT THE PROJECT FINANCING IN AN AGGREGATE AMOUNT NOT TO EXCEED $6,200,000 AND AT THE APPROPRIATE TIME TO PAY FOR COSTS OF THE PROJECT; AND TAKING OTHER PRELIMINARY ACTION.

9. 5. A RESOLUTION PURSUANT TO THE CAPITAL AND OPERATING BUDGET ORDINANCES APPROVING THE APPROPRIATION TO FUND THE FOLLOWING PROFESSIONAL SERVICES CONTRACT FOR LOUISVILLE METRO PUBLIC HEALTH AND WELLNESS TO OBTAIN SPECIALIZED PHYSICIAN SERVICES (MARK S. JORRISCH, M.D.- $183,960.00).

A RESOLUTION PURSUANT TO THE CAPITAL AND OPERATING BUDGET ORDINANCES, APPROVING THE APPROPRIATION TO FUND THE FOLLOWING NONCOMPETITIVELY NEGOTIATED PROFESSIONAL SERVICE CONTRACT FOR LOUISVILLE METRO POLICE DEPARTMENT CONCERNING A COORDINATOR FOR THE SEXUAL ASSUALT FORENSIC EXAMINER PROGRAM AND REQUIRING REPORTING THEREON AS HEREIN SET FORTH (UNIVERSITY MEDICAL CENTER, INC., D/B/A UNIVERSITY OF LOUISVILLE HOSPITAL/JAMES GRAHAM BROWN CANCER CENTER- $100,000.00).
