    A motion was made by Committee Member Tandy, seconded by Committee Member Welch, that this Ordinance be recommended for approval. Vice Chair Downard noted technical corrections to the second WHEREAS statement. Steve Schwager, Attorney for the City of Worthington Hills, spoke to the item via telephone. The motion carried by the following vote and the Ordinance was sent to the Consent Calendar:
