    A motion was made by Vice Chair Downard, seconded by Committee Member Welch, that this Ordinance be recommended for approval. Mike Kmetz, City of Jeffersontown, spoke to the item. The motion carried by the following vote and the Ordinance was sent to the Consent Calendar:
