  1. Call to Order

    Chair Person Dorsey called the meeting to order at 2:34 p.m.

  2. Roll Call

    Chair Person Dorsey introduced the committee members and non-committee members present. A quorum was established. Committee Member Benson arrived at 2:38 p.m.

  4. 1. AN ORDINANCE AMENDING SECTIONS 37.65-37.69 AND 37.71 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) RELATING TO MINORITY, FEMALE, DISABLED OWNED BUSINESS ENTERPRISES, LESBIAN, GAY, BISEXUAL, AND TRANSGENDER (“LGBT”) OWNED BUSINESS ENTERPRISES.

    A motion was made by Chair Person Dorsey, seconded by Committee Member Coan, that this Ordinance be recommended for approval. Committee Member Green requested to hear O-395-19 first. A motion was made by Committee Member Green, seconded by Committee Member Coan, that this Ordinance be tabled. Without objection, the Ordinance was tabled.

  5. 2. AN ORDINANCE AMENDING SECTIONS 92.02, 92.03 AND 93.04 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) AMENDING THE DISCRIMINATION ORDINANCE PROVIDING FOR MORE FAIR ACCESS TO RENTAL HOUSING (AMENDMENT BY SUBSTITUTION).

    A motion was made by Committee Member Green, seconded by Committee Member Yates, that this Ordinance be recommended for approval. Committee Member Green expressed thanks to Dee Baltimore, Kendall Boyd and Joel Frockt who worked on the legislation for several months. She also, spoke regarding the amendments made to the ordinance and acknowledge speakers invited to speak. Kendall Boyd, Human Relations Commission, gave a presentation and spoke on Source of Income Discrimination, Non-Discriminatory Housing Practices, Homeless Discrimination, Conviction and Arrest History and Veteran's Status. (Attachment) Council Member Flood requested a copy of Kendall Boyd's presentation for all Council Members. Committee Member Yates spoke on clarification of the Veteran's Status. Dee Baltimore responded. Kathy Hinko, Metro Houising Coalition, gave a presentation and spoke regarding Source of Income to Fair Housing Laws, Rental Issues and Racial Issues, Centrus Tract and Criminal Conviction. (Attachment) Committee Member Yates spoke and asked questions regarding theft, drug trafficking and conviction regarding Rental Housing. Committee Member Green and Dee Baltimore responded. Chair Person Dorsey spoke on other categories and factors in which a person may not be permitted to Fair Housing. Council Member Ackerson spoke and asked questions regarding individuals being excluded from Fair Housing. Committee Member Coan spoke regarding non-discrimination and housing exceptions regarding sex offenders. Committee Member Green spoke regarding the rights of a person to have housing and safety issues. Sadiqua Reynolds, Louisville Urban League, spoke on people that have made mistakes and return to the community and how they should be treated regarding Fair Housing and asked the committee to support the Ordinance. Committee Member Coan asked a question regarding Military Service and spoke of a technical issue. Dee Baltimore responded. Council Member Ackerson spoke regarding the source of income and the application process. Committee Member Yates spoke on the Exceptions in Section III and why it was placed in the Ordinance. Dee Baltimore and Sadiqua Reynolds responded Committee Member Yates stated he look forward to sitting down with others in adding additional amendments to the ordinance. Committee Member Green apologized to Chris Hartman due to not enough time to speak and stated they would call speakers back in January 2020. Chair Person Dorsey, acknowledged Committee Member Green for processing the legislation for our community. A motion was made by Committee Member Green, seconded by Committee Member Coan, that this Ordinance be tabled. Without objection the Ordinance was tabled.

    Without objection, Chair Person Dorsey adjourned the meeting at 3:35 p.m.
