    Chair Fowler called the meeting to order at 4:02 p.m.

    Chair Fowler introduced the committee members and non-committee members present. A quorum was established. Note: All committee members and non-committee members present attended virtually, except for Chair Fowler, Vice Chair Kramer, Committee Member Reno-Weber, Committee Member Seum, Jr., Committee Member Chappell and Council Member Piagentini, who attended in Chambers.
