   Vice Chair Piagentini called the meeting to order at 5:05 p.m.

   Vice Chair Piagentini introduced the committee and non-committee members present. A quorum was established. *NOTE: All committee and non-committee members present attended virtually except for Vice Chair Piagentini, Council Member Fox, Council Member Winkler, and Council President James, who attended in Chambers.

   David Beyer, Pence Legal, PPLC, gave a presentation (see attached). The following spoke to this item: - Vice Chair Piagentini - David Beyers - Committee Member Winkler - Committee Member Fox - Council Member Arthur - Council President James Vice Chair Piagentini relinquished the chair to Committee Member Winkler at 6:28 p.m.
