Vice Chair Denton pointed out a scrivener's error in the subtitle of D. 4. The word "Sworn" is misspelled. Council Member Leet stated that Council Members Denton and James should be listed as co-sponsors and then requested that the following amendment be moved by a Committee Member: Add the definition of Metro Council Member as "Member of consolidated local government under KRS ยง 67C.103" under SECTION 30, A. A motion was made by Committee Member Denton, seconded by Chair Person Mulvihill that the amendment by substitution be amended by adding the aforementioned definition of "Metro Council Member". The motion to amend carried by a voice vote. Sarah Martin, Jefferson County Attorney's Office, spoke to this item. A motion was made by Chair Person Mulvihill, seconded by Committee Member Kramer that the amendment by substitution be amended by adding a fourth bullet under SECTION 30 C. that reads "A Metro Council Member should notify the Committee on Committees of the alleged harassment if the Committee on Committees has authority to consider appropriate Interim Actions as provided below". The motion to amend carried by a voice vote. Council Member Parker requested that the language be more specific in the third bullet under SECTION 30 B. Eric Graniger, Jefferson County Attorney's Office spoke to this item. A motion was made by Vice Chair Denton, seconded by Committee Member Engel that the amendment by substitution be amended by having the third bullet under SECTION 30 B. read as follows: "Demeaning, insulting, intimidating, sexually suggestive comments, behavior or exposure directed at an individual or in the presence of any individual in public or in private". The motion to amend carried by a voice vote. A motion was made by Vice Chair Denton, seconded by Committee Member Engel that the amendment by substitution be amended in the first bullet under SECTION 30, B. by inserting the words "indecent exposure" prior to "or propositions". Eric Graniger, Sarah Martin and Lonita Baker, Jefferson County Attorney's Office spoke to this item. Committee Member Coan suggested inserting only the word, "exposure" rather than "indecent exposure". Vice Chair Denton revised the motion to just "exposure". The motion to amend carried by a voice vote. A motion was made by Committee Member Engel, seconded by Vice Chair Denton, to allow the Jefferson County Attorney's Office to make scrivener annotations throughout the document for clarity sake. The motion carried by a voice vote. The motion to amend by substitution, as amended, carried by a voice vote. The motion to recommend for approval carried by a voice vote and the amended Resolution was sent to Old Business.
