    A motion was made by Committee Member Brown, seconded by Committee Member Rodgers, that Case Number 18DDRO1011 be APPROVED, SUBJECT to the following Conditions of Approval: Conditions of Approval: 1. Applicant shall further detail elevations and articulate the building façade to increase compliance with Principle 4 Guidelines. Drawings shall be submitted to staff for review and approval. 2. Applicant to consider reducing the number of curb cuts on the property and consider providing alley access to the site instead of street access. Curb cut relocation must comply with Access Management Standards and the Design Manual within the Land Development Code as well as review by appropriate Metro Agencies. 3. Finalized streetscape design including light fixtures, street furnishings, and paving materials shall be submitted to staff for final review and approval. 4. All signage shall be submitted to Staff for review and approval prior to installation. 5. The applicant has agreed to work to reduce the entry way off of South 8th Street that would require them to relocate the curb cut; changes subject to Transportation Approval. Applicant to further work to make an entrance out of the existing property onto Congress Alley on the North side to further eliminate traffic and direct traffic into the parking garage. Within three months of demolition, site shall be screened from pedestrian view through a combination of solid building like elements such as decorative fencing and planters. 2. Within six months of demolition, in addition to decorative fencing, applicant shall incorporate dense landscaping intended to continue the street wall. Dense landscaping intended for screening should be 3’ high at time of planting and maintained visibility and safety. The screening may be also an opportunity for Public Art. 3. If after 12 months no development activity has occurred, Applicant to return to the DDRO Committee with plans for site improvements. 4. Site shall not be used as a surface parking lot.
