    Chair Shanklin called the meeting to order at 1:32 p.m.

    Chair Shanklin introduced the committee and non-committee members present. A quorum was established. Note: All committee members present attended virtually, except for Committee Member Dorsey, Vice Chair Chambers Armstrong, Council President James, Council Member Fox, Council Member Piagentini and Council Member George who attended in Chambers.
