Chair Shanklin introduced the committee members and non-committee members present. A quorum was established. Note: All committee members present attended virtually, except for Council President James, Committee Member Triplett and Council Member George, who attended in Chambers.

Robert Moore and Amanda Averette-Bush, Schools Choice, Jefferson County Public Schools, gave a presentation (see attached). Due to lack of time, Chair Shanklin invited the presenters to come back to speak to the Committee on April 20, 2022.

- 2. AN ORDINANCE AMENDING CHAPTER 35 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) TO ESTABLISH PAID LEAVE FOR LOUISVILLE METRO GOVERNMENT EMPLOYEES WHO ARE VICTIMS OF A CRIME OR DOMESTIC VIOLENCE.Ordinance
A motion was made by Committee Member Triplett, seconded by Vice Chair Armstrong, that this item be recommended for approval. The following spoke to this item: - Vice Chair Chambers Armstrong - Council Member George - Nicole Carroll, Louisville Metro Police Department ("LMPD") The following was discussed: - This Ordinance provides up to seven working days of paid leave for government employees who are victims of a crime or domestic violence -- examples were provided - This benefit requires documentation of the underlying crime to be provided as well as what the paid leave was used for -- examples were provided - The LMPD Victim Services Unit supports crime victims and witnesses by helping to navigate the criminal justice system and by responding to the victim's emotional, physical, mental, and financial needs - The LMPD Victim Services Unit provides services used to help victims and witnesses cope with the after-math of trauma -- this includes a team of 15 victim service professionals as well as a therapy dog to expand the services of the Unit and victims within the community -- examples of the services provided were given - These services are provided and available to victims outside of system based advocacy - Questions were asked regarding whether victims going through the court process were unable to complete the process or utilize all services at the victims disposal due to not being able to get the time off of work -- many victims do not have paid time off and this becomes a barrier for victims to have to choose between participating in services beneficial to them and making money to pay their bills - Questions were asked regarding whether offering paid leave to victims of crime would increase the amount of prosecutions related to crime -- this will serve as a supportive tool to help alleviate some of the stresses associated with the criminal justice process for victims

A motion was made by Committee Member Parker, seconded by Committee Member Triplett, that this Resolution be recommended for approval. Shalanna Taylor, Legislative Aide for District 6, read the Resolution into the record. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar.
