A motion was made by Vice Chair Triplett, seconded by Committee Member Benson, that this Resolution be recommended for approval. Tameka Laird, Office of Resilience and Community Services, spoke to the item. The following was discussed: - By action of the Louisville Metro Community Action Board, the Louisville Metro Code of Ordinances as it related to the Community Action Agency required updating to remain in conformity with the federal and state law. - In late 2019, the process was started to revise the Community Action Agency's by-laws and stream line the policies and procedures. The following spoke to the item: - Dr. Sarah Moyer, Public Health and Wellness, gave a presentation - Chair Shanklin - Council Member Hollander - Committee Member Parker - Council Member Peden - Committee Member Benson The following was discussed: - 2021 COVID-19 Vaccine Priorty Groups: Phase 1A, Phase 1B, Phase 1C and Phases 2-4 - Louisville Vaccinations - Hospitals, Pharmacies and LouVax - Total COVID-19 vaccine doses administered for Jefferson County Residents - 80,268 - Total Jefferson County residents who have received COVID-19 vaccine - 66,388 - Total Jefferson County residents who have completed COVID-19 vaccine series - 12,870 - COVID-19 death rates and vaccine rate among population aged 70 + in Jefferson County - Phase 1A, started in December through end of January - Phase 1B, open January 18, 2021 - Phase 1C, expected to begin April/May - Phase 2-4 Fall/Winter - Over age 70 will take 4 to 5 weeks to complete - Must remember to wear your face mask, hand washing, and social distancing - Information regarding COVID-19: www.louisvilleky.gov/covid - Dr. Moyer will check and get back with Chair Shanklin regarding appointments for COVID-19 vaccine being closed on February 14, 2021 - Individuals should only sign-up for one appointment and not in various places and wait for their brackets - Discussion regarding how Broadbent Arena process worked and moved fast - Concern for 80 year old seniors and the assumption they know how to sign-up on the computers or their phones to make a COVID-19 Vaccine appointment -There is a need for alternatives to help the seniors and a better way to get information out to them - Correction Officers fit under Phase 1C - School reopening are under the guidelines of Centers for Disease Control (CDC) and state guidelines - Chair Shanklin requested Dr. Moyer to come back in two weeks for updates

The following spoke to the item: - Laura Grabowski, Develop Louisville/Office of Community Development, gave a presentation. - Committee Member Ackerson - Committee Member Purvis - Chair Shanklin The following was discussed: - The Landbank is a partnerhip between the school board, state and city and it used to be the city and county - The Landbank has been in existence since 1980 and it is the third oldest in the country - Year of 2020 produced 90 sales while overcoming the various obstacles of the virus - Most properties are acquired through the foreclosure program - Tax liens and foreclosure liens a total of 150-200 foreclosures a year - All boarded-up properties are city owned - Three members are on the Landbank Authority Board - Foreclosure or donation - Both processes require clean title or tax liens and code enforcement liens - Each foreclosure costs Metro $4000 -$6,000 - Properties are safe enough to walk through - with COVID-19 have tours on website - Vacant Lots Program - Budget rate, Flex rate, Cut it keep it and Side yards - Application review and sale - My Louisville Home Pilot Project - Approved this year - Properties of normal value can be donated but cannot have a third party lien - Request for a list of deed researches - Laura Grabowski stated it was not on line and she would send the list to Chair Shanklin - Chair Shanklin invited Laura Grabowski to come back regarding further updates - Contact Information - Phone: 502-574-4200, Email: VAPStat@louisvilleky.gov - Website: www.louisvilleky.gov/vacant
