Chair Shanklin called the meeting to order at 1:35 p.m.

Chair Shanklin introduced the committee members present. A quorum was established. *NOTE: All committee members and non-committee members attended the meeting virtually excepted Vice Chair Triplett and Council Member Coan, who attended in the Chambers.

A motion was made by Vice Chair Triplett, seconded by Committee Member Green, that this Resolution be recommended for approval. Wanda Smith, Legislative Assistant for District 4, spoke to the item. The following was discussed: - Pastor of Zion Baptist Church for 35 years - Honored by the Historic Zion Baptist Church in 2005 with the title of Pastor Emeritus - Serving as Interim Pastor at West Chestnut Street Baptist Church - Have served on many boards - Feature on Sunday morning WAVE Television - Chair of the State Missionary Board of the General Association of Baptist in Kentucky for many years - Asking for support to honor Dr. H. Donald Cockerham by dedicating the Northeast and Southeast corners of the 22nd Street and Muhammad Ali Boulevard intersection as "Dr. H. Donald Cockerham Way" (Clerk’s Note: An unnecessary motion to amend was made for a technical correction in the Resolution.) The motion carried by a voice vote and the Resolution was sent to the Consent Calendar.
- 2. AN ORDINANCE AMENDING CHAPTER 90 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) RELATING TO INCREASED PROTECTIONS FOR THE PUBLIC HEALTH BY REQUIRING LICENSES FOR RETAILERS SELLING TOBACCO, TOBACCO PRODUCTS AND/OR ELECTRONIC SMOKING DEVICES (AS AMENDED).OrdinanceAction: amended
A motion was made by Vice Chair Triplett, seconded by Chair Shanklin, that this Ordinance be recommended for approval. The following spoke to the item: - Council Member Coan - Dr. Sarah Moyer, Director of the Louisville Metro Department of Public Health and Wellness - Committee Member Green - Chair Shanklin - Natalie Johnson, Jefferson County Attorney's Office - Committee Member Mulvihill The following was discussed: - Any retailer selling tobacco, tobacco products and/or electronic smoking devices within Jefferson County are required to have a license - The license fee will be paid annually pursuant to KRS137.115 - Smoking is a leading factor for many poor health outcomes as well as the leading cause for preventable death - Tobacco retail outlet density is higher in low income and minority neighborhoods, fueling disparities in tobacco use and its associated health effects - Strong retail licensing ordinances can lower rates of cigarette and e-cigarette use among youth and young adults - The Ordinance that addresses the density and proximity of sales locations to institutions that serve young people can help protect the health of all Louisvillians - Licenses will start on January 1, 2021 - Discussion regarding Ordinance that passed out of Planning and Zoning regarding tobacco or tobacco products - Retailers selling tobacco, tobacco products and/or electronic smoking devices cannot locate within 600 feet of one another - Retailers will have to be 1000 feet from schools, playgrounds, community centers and churches - Discussion regarding liquor stores and the enforcements - The state and local Alcoholic Beverage Control (ABC) Board will check to see if the retail stores have license - The state and local Alcoholic Beverage Control (ABC) Board will send in youth to spot check the retailers selling tobacco and products - The County Clerk's Office will collect 5% for the administration fee - Discussion regarding cigarettes vs. maijuanna
