A motion was made by Committee Member Mulvihill, seconded by Vice Chair Triplett, that this Ordinance be recommended for approval. The following spoke to this item: - Council Member Hollander - Vice Chair Triplett - Committee Member Yates - Kendall Boyd, Human Relations Commission - Council Member Coan - Council Member Mulvihill - Chair Shanklin - Committee Member Benson - Committee Member Parker - Council Member McCraney - Natalie Johnson, Jefferson County Attorney's Office The following was discussed: - The practice of conversion therapy is dangerous because it hurts kids - Proports to change sexual orientation and gender identity but does not work - Clients have experienced stress disorders, anxiety, depression, and suicidal and self harming-behaviors - 20 states have ban the practice - A state-wide ban proposal has been sponsored by a Democratic State Representative and a Republican State Senator and has attracted support of both parties in Jefferson County - Discussion regarding enforcement of the Ordinance - Steps to take with the Human Resources Commission to file a complaint - Requesting of monetary relief after the hearing and how it would be handled - The practice is harmful to young people - Children are being sent to Therapy camps - Whether parents be responsible for sending their children to take the therapy due to what might happen to their children - Concerns regarding mental health professionals engaging in this type of teaching - Heard of some churches with counselors participating in this type of counseling Committee Member Benson explained that his abstention was due to not having enough facts. Chair Shanklin, Vice Chair Triplett, and Committee Member Mulvihill requested to be sponsors of the Ordinance. The motion carried by the following vote, and the Ordinance was sent to Old Business: Yes: 5 - Shanklin, Triplett, Mulvihill, Parker, and Yates Abstain: 1 - Benson Absent: 1 - Green
