The following spoke to the item: - Dr. Sarah Moyer, Director, Louisville Metro Department of Public Health and Wellness - Vice Chair Triplett - Committee Member Fowler - Committee Member Parker - Committee Member Mulvihill - Committee Member Yates The following was discussed: - The count for Covid -19 has increased in Louisville - Confirm cases - 9,025 - Total Death - 258 - Total recovery 5,296 - Death rate average age in Louisville - 80 years of age and over; also ages 30, 40, 50 and 60 - Age of hospitals range for Covid -19 - The younger crowd due to they take more risk - Concern regarding people eating in restaurants - Contact tracing and the length of time it take to get the test back - Data collection - The state system don't collect data - Southend vs. Westend - Seeing more cases in the Eastend - The public need: Testing, Masks, Hand Santizer and stay out of large crowds - Covid -19 Test $500 per test - University of Louisville testing take14 days to get test back - Contact tracing results in 24 hours - Scientist working hard for better test - The rate is 10% for people that test positive and hospitalized - Covid and Asymptomatic carriers

- 2. AN ORDINANCE AMENDING THE LOUISVILLE METRO CODE OF ORDINANCES TO ENSURE SAFE, UNOBSTRUCTED ENTRY TO AND EXIT FROM A HEALTHCARE FACILITY.OrdinanceAction: recommended for approval
A motion was made by Committee Member Green, seconded by Chair Shanklin, that this Ordinance be recommended for approval. The following spoke to this item: - Chair Shanklin - Council Member Brandon Coan - Angela Minter, President, Co-Founder Sister's for Life - Assistant Chief Josh Judah, Jefferson County Police Department - Vice Chair Triplett - Committee Member Parker - Committee Member Green - Committee Member Yates - Committee Member Mulvihill - Council Member Engel - Council Member Sexton Smith - Council Member Hollander - Council Member Fowler - Natalie Johnson, Jefferson County Attorney's Office The following was discussed: - Street Counseling - Sister's for Life at the EMW Women's Surgical Facility - Sister's for Life provide resources for the women - College Scholarship's are provided for women - Abortions cause for death in communities and especially Black women - Sidewalk counseling and counselors was ruled in the year of 2014 - Sister's for Life have the right to pass out pamphlets to women and men as they go into the facility - Pamphlets contain vital information for individuals planning abortion or even if they change their minds - The Buffer Zone and being 6 feet apart from each other - Discussion regarding the 18 U.S.C. Section 248 Federal Law - Police Protection vs. Security Guards at the facility - Letter's from ten doctor's that approve the ordinance - The escort volunteers or pro-choice clinic escorts - Local government should not be able to put limitation on freedom of speech - A Louisville Metro Police Officer is there to monitor any events of violence at the clinic located at 136 West Market on Saturday's if they have the manpower - Hours for the Clinic: Tuesday - Friday: 8am - 4:30pm, Saturday: 8am - 4:30pm and closed on Sunday - Most Health Care facilities have private security on Saturdays more so than during the week - No one should be approach without asking for permission to speak with them - Private security presence and how it has made a difference - Do not know how other cities handle their clinics - Local governments should not be able to put limitations on freedom of speech - Concerns regarding setting a presence for other groups and other protesters - Problems with pan-handling on the streets - Questions regarding paying police officers that set at the corner of first and market - Discussion regarding Council Members paying overtime in their districts to Police Officers. - Downtown hospitals disturbance when shooting victims are brought into the Emergency Room - Requested for Assistant Chief Josh Juda to bring document history regarding disturbance at the hospitals to the Metro Council Meeting on August 20th - Health Care facilities and should all institutions have to pay for police protection - The ordinance is not about if people think it is a good idea, it is a safety and public health issue A motion was made by Committee Member Yates, seconded by Committee Member Mulvihill, to offer a friendly amendment that this ordinance be amended as follows: - On Page 3, (B) under Access to Healthcare Facility - Add on Page 4, sections a, b, c, d, insert (e) to read Except as invited to enter the zone for limited purposes of distributing or short discussion (Not to exceed 3 minutes within the Zone). Following an inconclusive voice vote, Chair Shanklin called for a roll call vote and the motion to amend Failed. Yes: 3- Mulvihill, Benson, and Yates No: 4- Shanklin, Triplett, Green and Paker A motion was made by Committee Member Mulvihill, seconded by Committee Member Benson, that this ordinance be amended by inserting on Page 3 Section(4) after the word services, (and have paid security to insure safety of patients and visitors that come to the facility. The motion to amend failed by the following vote: Yes: 3 -Mulvihill, Parker, and Benson No: 3- Shanklin,Triplett, and Green Not Present: Yates Without objection, Chair Shanklin called for a role call vote to approve the Ordinance. The motion to recommend for approval carried by the following vote: Yes: 4 - Shanklin, Triplett, Green and Mulvihill No: 2- Parker and Benson Not Present: Yates The Ordinance was sent to Old Business.
