    President Pro-Tem McCraney called the meeting to order at 5:20 p.m. This meeting was held pursuant to KRS 61.826 and Council Rule 5A. All Council Members attended the meeting in Chambers, except for the following who attended virtually via WebEx: - Council Member Arthur - Council Member Purvis - Council Member Chappell - Council President Winkler

  4. ID 23-0198 UPDATE ON AMERICAN RESCUE PLAN (ARP) FUNDS AND SPENDING Mayor Craig Greenberg

    Mayor Greenberg gave a presentation (attached hereto). The following also spoke to this item: - Council Member Chambers Armstrong - Council Member Reed - Council Member Ackerson The following was discussed: - Update on project LAT-0086 ARP-63-MAY - Early Learning - ERAP funds - Complimented Mayor on addressing the Council President Pro-Tem McCraney asked if Deputy Mayor David James would provide an update on the Youth Detention Center in regards to finances for the building and operations. His update included: - Testified to the Bill in Frankfort on February 15, 2023 - Building needs a new roof, HVAC system, plumbing repairs, fire system upgrades, and security and camera upgrades which will cost about $8.9M - Department of Juvenile Justice would run and operate the facility - Having a youth detention center in the community would help with gang violence - Metro Government will partner with state in providing the wrap-around services that will be needed - Metro Government would not be responsible for financing the operation of the detention center, but money may be needed for the wrap-around services

    President Pro-Tem McCraney reviewed the Metro Council agenda regarding the following: - Suspending Council Rules to consider item 19 (R-016-23) - Council Member Flood spoke about item 22 (O-376-22) and an amendment being proposed.
