Council President Winkler called the meeting to order at 5:24 p.m. This meeting was held pursuant to KRS 61.826 and Council Rule 5A. All Council Members attended the meeting in Chambers, except for the following who attended virtually via WebEx: - Council Member Arthur - Council Member Blackwell

Council President Winkler reviewed the Metro Council agenda regarding the following: - Swearing in newly-elected Jefferson County Soil and Water Conservation Commission members - Proclamation for National Wear Red Day 2023 - Addresses to Council - Process for electing the new District 6 and District 3 Council Members - Special Legislation - Issue with item 55 (O-018-23) on New Business Council Member Piagentini spoke regarding 36 (R-200-22) on Special Legislation being held until a later meeting. Council Member Blackwell and Hollie Hopkins, Jefferson County Attorney's Office, spoke about the bonds approved by the Bond Orders. Council Member Flood spoke about items 49 (O-377-22) and 50 (O-378-22) that were forwarded from the Planning and Zoning Committee. Council Member Kramer also spoke about a proposed amendment for item 49.

- Presidential Updates
Council President Winkler made the following announcements: - During the Council meeting, the Council will recess after the votes for the two new Council Members - Transform Louisville Education Breakfast at Simmons College is Tuesday, February 1, 2023 at 8:00 a.m. -- five more seats available for interested Council Members - One position to fill on Commission of Public Art -- interested Council Members should contact President's Office - New seats in gallery area of Chambers - Mayor's Office Organizational Chart - Sexual Harassment Training for Council and staff - Birthdays Sonya Harward, Clerk, gave update on new legislative management system. Council Member Piagentini spoke about the University of Louisville Volleyball team being recognized at the next Council meeting.
