    Chair Blackwell called the meeting to order at 4:31 p.m.

    Chair Blackwell introduced the committee and non-committee members present. A quorum was established. *NOTE: All committee members present attended virtually, except for Committee Member Fox and Committee Member Peden who attended in Chambers.

  4. 1. APPROPRIATING $188 FROM DISTRICT 1 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS TO FABRICATE AND INSTALL AN HONORARY STREET SIGN IN HONOR OF FORMER ALDERMAN REGINALD MEEKS AT THE CORNER OF SOUTH 28TH STREET AND VIRGINIA AVENUE.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  5. 2. APPROPRIATING $39,073.07 FROM DISTRICT 1 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR SIDEWALK REPAIRS AT 1036 SOUTH 28TH STREET AND 2814 GREENWOOD AVENUE.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Committee Bowens stated that this was for repairs on 28th Street and Greenwood Avenue. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

APPROPRIATING $564 FROM DISTRICT 3 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS TO FABRICATE AND INSTALL THREE HONORARY STREET SIGNS IN HONOR OF FORMER COUNCIL MEMBER MARY COLLIER WOOLRIDGE ON THE CORNERS WHERE WINGFIELD LANE INTERSECTS WITH BEECH STREET, SOUTH 23RD STREET, AND DIXIE HIGHWAY.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Keturah Morrow, Legislative Aide for District 3, briefly spoke about the placement of these signs, and stated that the unveiling is November 29, 2022. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  7. 4. APPROPRIATING $23,826 FROM DISTRICT 3 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR SIDEWALK REPAIRS AT 2118 AND 2120 OREGON AVENUE, 2318 RATCLIFFE AVENUE, 1697 HAROLD AVENUE, AND 2104 WALLIE ANN COURT.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Keturah Morrow, Legislative Aide for District 3, stated that all of these sidewalks have been backlogged since 2019 so District 3 has decided to add the funds so that Public Works would get the work completed. Committee Member Triplett asked about the backlog and whether funds had previously been appropriated. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  8. 5. APPROPRIATING $48,613 FROM DISTRICT 3 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE REPAIR, MILLING, AND PAVING OF THE INTERSECTION AT SOUTH 23RD STREET AND BECKER COURT.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Keturah Morrow, Legislative Aide for District 3, explained that trucks cut through on Becker Court, a private street, and have damaged the street, guard rails, and other property. She stated that these repairs and changes will stop trucks from taking this route. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  9. 6. APPROPRIATING $5,742 FROM DISTRICT 5 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE SIDEWALK REPAIR AT 404 SOUTH 41ST STREET.

Council Member Purvis explained that the sidewalk is rated 5 and needs to be repaired to avoid trip hazards. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  10. 7. APPROPRIATING $2,645 FROM DISTRICT 5 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE SIDEWALK REPAIR AT 662 SOUTH 37TH STREET.

Council Member Purvis explained that this sidewalk is rated 5 and a disabled citizen has already been injured at the site. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  14. 11. APPROPRIATING $1,100 FROM DISTRICT 5 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH THE OFFICE OF MANAGEMENT AND BUDGET, TO THE YOUNG MEN'S CHRISTIAN ASSOCIATION (YMCA) OF GREATER LOUISVILLE FOR 22 YOUTH FROM DISTRICT 5 TO PARTICIPATE IN THE SAFETY AROUND WATER PROGRAM.

FOR SPONSORSHIP OF THE 2022 HUMAN RIGHTS DAY EVENT TO BE HELD ON DECEMBER 10, 2022, WITH FUNDS BEING USED TO PAY FOR PERFORMERS, SPEAKERS, AND ADVERTISING COSTS.

Committee Member Triplett and Chair Blackwell briefly spoke about the date and location for this event.   19. 16. AMENDING AN APPROPRIATION OF [$175,000] $200,000 FROM DISTRICT 9 CAPITAL INFRASTRUCTURE FUNDS TO METRO PARKS FOR THE RENOVATION OF THE CRESCENT HILL TENNIS COURTS, WITH THE TOTAL COST TO BE SPLIT WITH METRO PARKS.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Council Member Hollander explained that due to increased costs this project was now a $400,000 project being split with Metro Parks and includes some private contributions. He stated that this appropriation was being amended to add an additional $25,000 for a total of $200,000 from District 9. He then explained that the six damaged courts would be re-done to create 4 tennis courts and 4 pickleball courts. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  20. 17. APPROPRIATING $2,475 FROM DISTRICT 14 CAPITAL INFRASTRUCTURE FUNDS FOR THE INSTALLATION OF TWO SPEED HUMPS AND TWO SPEED HUMPS SIGNS ON BLAZE WAY, WITH THE TOTAL COST TO BE SPLIT 50/50 WITH THE RESIDENTS IN THE AREA.
