    Vice Chair Reed called the meeting to order at 4:31 p.m.

    Vice Chair Reed introduced the committee and non-committee members present. A quorum was established. *NOTE: All committee and non-committee members present attended virtually, except for Committee Member Fox and Committee Member Peden, who attended in Chambers.

  4. 1. AN ORDINANCE APPROPRIATING $10,000.00 FROM DISTRICT 2 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH THE OFFICE OF MANAGEMENT AND BUDGET, TO BOYS AND GIRLS CLUB, INC. FOR READING, ART, COOKING, GARDENING, TORCH, AND YOUTH OF THE MONTH CLUB PROGRAMS AT THE NEWBURG CLUB.

  5. 2. APPROPRIATING $4,000 FROM DISTRICT 2 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE REPAIR OF A PORTION OF THE SIDEWALK IN FRONT OF 4622 SILVER LEAF DRIVE.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Caleb Howard, Legislative Aide for District 2, briefly explained that the sidewalk has been damaged by some roots and needs to be repaired. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  6. 3. APPROPRIATING $188 FROM DISTRICT 2 CAPITAL INFRASTRUCTURE FUNDS TO PUBIC WORKS TO FABRICATE AND INSTALL A HONORARY STREET SIGN IN HONOR OF AUGUSTA Y. THOMAS AT THE CORNER OF ILEX AVENUE AND SHASTA TRAIL.

Caleb Howard, Legislative Aide for District 2, briefly explained that the honorary street sign was for a constituent that was active in the civil rights movement. APPROPRIATING $1,610 FROM DISTRICT 2 CAPITAL INFRASTRUCTURE FUNDS TO SOLID WASTE MANAGEMENT SERVICES FOR THE PURCHASE AND INSTALLATION OF TWO METAL TRASH CANS AT THE BUS STOPS LOCATED AT THE INTERSECTION OF EAST INDIAN TRAIL AND UNSELD BOULEVARD, AND PUBLIC WORKS WILL ASSIST TO ENSURE PROPER INSTALLATION.

Caleb Howard, Legislative Aide for District 2, briefly explained that these funds were for two trash cans to be placed at a bus stop near a church, and the church has agreed to take out the trash. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  8. 5. APPROPRIATING $2,475 FROM DISTRICT 3 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR AN ADDITIONAL SPEED HUMP AND SPEED HUMP SIGN ON OLEANDA AVENUE BETWEEN 7TH STREET ROAD AND OLEANDA COURT.

  21. 18. APPROPRIATING $2,220 FROM DISTRICT 21 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH PUBLIC WORKS, TO METRO UNITED WAY'S LITTLE LIBRARY PROGRAM FOR SIX LITTLE LIBRARIES TO BE PLACED OUTSIDE THE RIGHT OF WAY WITH PROPERTY OWNER'S PERMISSION AND WILL BE ACCESSIBLE TO THE PUBLIC.

Heather Blazis, Legislative Aide for District 12, explained that the funds were for Louisville Metro Police Department District 3 overtime for police patrol and security for the annual Hunter Points yard sale.   23. 20. AN ORDINANCE AMENDING CHAPTER 39 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) TO REQUIRE METRO GOVERNMENT DEPARTMENTS AND AGENCIES RECEIVING FUNDING FROM METRO COUNCIL FOR SPECIFIC PROJECTS TO PAY ANY OVERAGES FROM THE ESTIMATED AMOUNT SUBMITTED IN ITS PROPOSAL.

The following spoke to this item: - Committee Member Peden - Jeff Brown, Public Works - Committee Member Fox - Committee Member Mulvihill - Committee Member Triplett - Vice Chair Reed The following was discussed: - Solution needed for this issue - Explained the problem with additional funds being requested years after the funds were initially appropriated for a project, and the issue with the order in which projects are completed - Change orders are not uncommon due to issues that arise, such as meeting permit requirements from the Kentucky Department of Transportation, permission to use Federal funds, etc. - Solving the problems that cause delays and more accurate cost estimates up front so that the Council Member can plan and budget accordingly - Process of outsourcing some of the work to alleviate delays - Department heads should get together and find a solution to address delays that cause the need for extra funding - Discussion of specific projects in District 13 that have been delayed

Cindy Thieneman, Legislative Aide for District 14, introduced Sarah Langmeyer, Association of Community Ministries ("ACM"). Sarah Langmeyer explained that ACM helps those in need through partnerships with Louisville Metro Government and External Agency Funding grants, as well as other companies. The impact that ACM has made was discussed at this event and they hope to foster relationships with several large donors that attended. A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Neighborhood Development Fund be amended as follows: - add $300 from Districts 4 and 5 - add $250 from District 19 - add $200 from Districts 11 and 25 The motion to amend carried by a voice vote for a new total appropriation of $1,550. There was discussion about sending this item to Old Business at the Metro Council meeting. A motion was made by Committee Member Fox, seconded by Committee Member Peden, that this Neighborhood Development Fund be further amended as follows: - add $500 from District 13 - add $325 from District 15 - add $300 from District 10 The motion to amend carried by a voice vote for a new total appropriation of $2,675.
