A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Keturah Morrow, Legislative Aide for District 3, briefly explained that this was for a license plate reader device. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

A motion was made by Committee Member Peden, seconded by Vice Chair Reed, that this Capital Infrastructure Fund be approved. Keturah Morrow, Legislative Aide for District 3, briefly explained that part of the project has been funded but once the project was started more materials and staff were needed. Council Member Peden asked whether these were standard green and white signs, and Keturah Morrow stated that they were but they also include the name of the neighborhood. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Council Member Purvis briefly explained that these repairs were really needed. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
- 5. APPROPRIATING $188 FROM DISTRICT 5 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE COSTS ASSOCIATED WITH AN HONORARY STREET SIGN AT THE CORNER OF SOUTH 45TH STREET AND WEST MAIN STREET TO READ AS BENETHA ELLIS WAY.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Council Member Purvis briefly explained that this was to honor Ms. Benetha Ellis who was a pillar in the community before her passing. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
- 6. APPROPRIATING $1,000 FROM DISTRICT 8 NEIGHBORHOOD DEVELOPMENT FUNDS TO ALCOHOL BEVERAGE CONTROL FOR THE PURCHASE OF STICKERS THAT TEST FOR DATE RAPE DRUGS AND DISTRIBUTION TO LOCAL BARS.Neighborhood Development FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Neighborhood Development Fund be approved. The following spoke to this item: - Council Member Chambers Armstrong - Chair Blackwell - Committee Member Peden - Vice Chair Reed - Committee Member Mulvihill The following was discussed: - Increase in sexual assault due to drugs being put in people's drinks - Sticker goes on back of the cell phone and a drop of a beverage can be dropped on the sticker and it will change colors if one of the common date rape drugs is present - Louisville Metro Police Department ("LMPD") and Alcohol Beverage Control ("ABC") are supportive of this initiative - Stickers are single-use, but come in a sheet of stickers - ABC will educate the bars and will provide stickers to the bars if requested, and they will work with community health centers and other businesses so that people have the stickers before going out - Idea came about because LMPD and ABC put out a public service announcement about an increase in sexual assaults in the Highlands, and they suggested these stickers as a deterrent - These funds will provide several hundred stickers and then the initiative will be assessed before determining if this will be an ongoing The motion carried by a voice vote and the Neighborhood Development Fund was approved. *Clerk's Note: The title was corrected by removing "AN ORDINANCE."
- 7. APPROPRIATING $14,780 FROM DISTRICT 9 CAPITAL INFRASTRUCTURE FUNDS, THROUGH METRO FACILITIES AND FLEET, TO THE LUSK GROUP FOR THE PURCHASE AND INSTALLATION OF A NEW WATER FOUNTAIN AT THE KEATS AND FRANKFORT AVENUE PUBLIC PARKING LOT.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Kyle Ethridge, Legislative Aide for District 9, briefly explained that this was for a frost-proof water fountain with bottle filler and dog bowl for the Keats and Frankfort public parking lot, and it is replacing an older fountain and will not need to be winterized. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

Kyle Ethridge, Legislative Aide for District 9, explained that 49 trees were planted along Frankfort Avenue in April and these funds will cover watering of the trees for 25 weeks. Rachel Roarx, Legislative Aide for District 21, briefly spoke about the event that took place in April and stated that these funds will be used to pay the artists. Rachel Roarx, Legislative Aide for District 21, explained that the trees are part of an urban reforestation grant from the Metropolitan Sewer District (MSD), and these funds are for the maintenance plan to care for these trees. A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Neighborhood Development Fund be approved. Jeff Noble, Legislative Aide for District 26, explained that this would replace landscaping that was damaged during a car accident. Chair Blackwell asked about the accident and Jeff Noble explained that the car involved in the accident was stolen and that there was no recovery to pay for the damage. The motion carried by a voice vote and the Neighborhood Development Fund was approved.
- 14. APPROPRIATING $12,000 FROM CAPITAL INFRASTRUCTURE FUNDS IN THE FOLLOWING MANNER: $4,000 EACH FROM DISTRICTS 12, 14, AND 25; TO DEVELOP LOUISVILLE FOR THE ALTA SURVEY AND SURVEY DATA FOR THE SW VETERAN'S TRANSITIONAL HOUSING PROJECT.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Chair Blackwell briefly explained that this was a project that has been in the works for awhile and a suitable space has been found, and that additional funds will be requested soon to build this housing project. Vice Chair Reed asked for the location of the site, and Chair Blackwell later provided the location as being north of Stone Street on Dixie Highway. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

APPROPRIATING $1,000 FROM NEIGHBORHOOD DEVELOPMENT FUNDS IN THE FOLLOWING MANNER: $500 FROM DISTRICT 25; $300 FROM DISTRICT 12; AND $100 EACH FROM DISTRICTS 1 AND 14; THROUGH THE OFFICE OF MANAGEMENT AND BUDGET, TO THE FRIENDS OF FARNSLEY-KAUFMAN HOUSE FOR THE FUNDRAISER TO RESTORE THE FARNSLEY-KAUFMAN HOUSE.Neighborhood Development FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Council-Originated Neighborhood Development Fund be approved. Chair Blackwell explained that these funds are to help with the fundraiser to restore the house. Committee Member Peden asked for confirmation about the location of this house. The motion carried by a voice vote and the Council-Originated Neighborhood Development Fund was approved. *Clerk's Note: The title was corrected to remove District 25 from the $100 sponsorship and adding District 1 in its place.
- 16. AN ORDINANCE AMENDING CHAPTER 39 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) TO REQUIRE METRO GOVERNMENT DEPARTMENTS AND AGENCIES RECEIVING FUNDING FROM METRO COUNCIL FOR SPECIFIC PROJECTS TO PAY ANY OVERAGES FROM THE ESTIMATED AMOUNT SUBMITTED IN ITS PROPOSAL.Ordinance
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. The following spoke to this item: - Committee Member Peden - Committee Member Fox - Vice Chair Reed - Monica Harmon, Office of Management and Budget - Chair Blackwell The following was discussed: - This began when District 15 was approached by Public Works with a request for an additional $15,000 for a sidewalk project, though it was funded originally by a former Council Member and the reason for the increase in cost is because it has taken so long to get to this project and expenses have increased - Additional funds should come from the Public Works budget in these situations - Public Works needing to address projects in the order in which they are funded - Fully funded sidewalk project initiated in 2011 on Old 3rd Street Road, and the cost has now increased by $86,000 - Several projects in District 16 that had cost over-runs due to delays and the original price is being honored - Some issues with reverting cost over-runs back to Public Works - Public Works sends someone out to do the bid and determine what needs to be done, including whether the property is in the right of way or easements are needed - Public Works agrees to accept funding for the projects as part of the paperwork necessary for the appropriation - Complications if work must be done in the order funded - Risk of getting over-estimated cost estimates - New financial system the Office of Management and Budget is getting may help with tracking funded projects
