Chair Blackwell called the meeting to order at 4:32 p.m.

Chair Blackwell introduced the committee and non-committee members present. A quorum was established. *NOTE: All committee and non-committee members present attended virtually, except for Committee Member Triplett, who attended in Chambers.

- 1. AN ORDINANCE APPROPRIATING $17,113 FROM DISTRICT 9 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH THE OFFICE OF MANAGEMENT AND BUDGET, TO TREESLOUISVILLE, INC. FOR TREE WELL EXPANSIONS, CURB REPAIR, AND TREE PURCHASES FOR FRANKFORT AVENUE AND THE BRIGHTSITE ON GRINSTEAD DRIVE.OrdinanceAction: recommended for approval Passed
A motion was made by Committee Member Triplett, seconded by Vice Chair Reed, that this Ordinance be recommended for approval. Kyle Ethridge, Legislative Aide for District 9, explained that the funds were for an on-going tree planting effort on Frankfort Avenue by TreesLouisville and Community Forestry. A motion was made by Committee Member Triplett, seconded by Vice Chair Reed, that this Capital Infrastructure Fund be approved. Kyle Ethridge, Legislative Aide for District 9, explained that this was an annual spring and summer appropriation to turn on the fountains at the named locations, and that one of the fountains is now located in District 4 so that is why the cost is being split. She also explained that the fountain at the Frankfort and Keats parking lot was being upgraded to a frost-proof fountain so this appropriation should not be needed again in the future. Committee Member Triplett asked for clarification as to why the Park Authority of River City was providing this service. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
- 3. AN ORDINANCE APPROPRIATING $7,000 FROM DISTRICT 14 NEIGHBORHOOD DEVELOPMENT FUNDS TO THE LOUISVILLE METRO POLICE DEPARTMENT, 3RD DIVISION, TO PAY FOR OVERTIME EXPENSES FOR EXTRA PATROLLING OF STREETS IN DISTRICT 14 DUE TO EXCESS SPEEDING.OrdinanceAction: recommended for approval Passed

Chair Blackwell, on behalf of Council Member Cyndi Fowler, explained that these funds were running low so more were being added. A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Vice Chair Reed briefly explained that these were being purchased to address speeding concerns. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

A motion was made by Committee Member Triplett, seconded by Vice Chair Reed, that this Capital Infrastructure Fund be approved. Committee Member Triplett briefly explained that Anna Lane had finally been repaved and these funds were to repair the sidewalks that are in great need of repair. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
- 12. APPROPRIATING $8,000 FROM DISTRICT 15 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE PURCHASE AND INSTALLATION FOR SEVEN PERMANENT TRASH RECEPTACLES ON HICKORY STREET IN DISTRICT 15.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Committee Member Triplett explained that this area became part of District 15 in the redistricting process, and that people are already commenting about the decorative cans. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
