- 1. APPROPRIATING $25,000 FROM DISTRICT 4 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE REPAVING OF WARD ALLEY BETWEEN SOUTH 5TH STREET AND SOUTH 6TH STREET.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Brianna Wright, Legislative Aide for District 4, briefly explained that paving the alley should improve the accessibility for the seniors that use the Chapel House and Friendship House. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

- 3. APPROPRIATING $7,245 FROM DISTRICT 6 CAPITAL INFRASTRUCTURE FUNDS TO SOLID WASTE MANAGEMENT DISTRICT FOR NINE TRASH CANS TO BE INSTALLED AT VARIOUS INTERSECTIONS IN DISTRICT 6.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Shalanna Taylor, Legislative Aide for District 6, explained that the funds would be used to replace some trash cans and purchase additional trash cans to be placed at various intersections in Old Louisville. She stated that the wire cans have been stolen or scraped and the new cans are a plastic alternative and will be bolted to the ground. Shalanna Taylor clarified for Chair Blackwell that there was a compartment inside the part that is bolted down in order to empty the trash can. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Cindy Thieneman, Legislative Aide for District 14, briefly explained that the funds were to repair sidewalks in Leemont Acres. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
- 6. APPROPRIATING $4,999 FROM DISTRICT 14 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH PUBLIC WORKS, TO BLADES LAWN CARE FOR LANDSCAPING AND MAINTENANCE ON THE INTERCHANGE RAMPS AT DIXIE HIGHWAY AND GENE SNYDER FREEWAY.Neighborhood Development FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Neighborhood Development Fund be approved. The following spoke to this item: - Cindy Thieneman, Legislative Aide for District 14 - Chair Blackwell - Committee Member Peden - Rachel Roarx, Legislative Aide for District 21 - LaTonya Bell, Council Financial Analyst - Committee Member Mulvihill The following was discussed: - Funds to be used for two interchange ramps - Locations formerly maintained by Brightside but District 14 found another company to provide the services - The third-party company, Blades Lawn Care, is paid through Public Works - Concern about paying a third-party through Public Works that is not a non-profit company, and was compared to a sole source contract - Use of third-party companies has been done in the past - How the company is chosen and whether there is a bid process - There is a cap on the amount of funds that each company can be awarded yearly and Public Works tracks that amount - The Council office picks the company - Luv-It Landscaping is another company that is often used - The process Public Works has used for the HVAC systems that put a cap on the amount and include a list of contractors to have on hand in case of an emergency -- could request that Public Works use the same type process for landscaping needs The motion carried by a voice vote and the Neighborhood Development Fund was approved.

Cindy Thieneman, Legislative Aide for District 14, explained that the funds were for the 17th Mayor's Derby Brunch on Sunday, May 1st, listed the entertainment options during the event, and stated that it was a major fundraiser. A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Neighborhood Development Fund be approved. Rachel Roarx, Legislative Aide for District 21, explained that these funds are for the overtime that will be associated with closing the gate to the Overlook on the weekends it is open to the public. She explained that the current plan is to have the Overlook open to the public 8 times during the year -- one weekend (Saturday and Sunday) a month, beginning this weekend (March 26) and going through October. The motion carried by a voice vote and the Neighborhood Development Fund was approved.

Committee Member Fox explained that the park has needed a face lift for quite awhile and explained the renovation project. Committee Member Peden asked where the park was located. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

Committee Member Fox explained that the Forest Fest is back after missing two years due to COVID-19. He also spoke about the new Fairdale Village Green Music Series. A motion was made by Committee Member Fox, seconded by Committee Member Triplett, that this Ordinance be amended to add $1,000 from District 23. The motion to amend carried by a voice vote for a new total appropriation of $8,250.
