    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Kyle Ethridge, Legislative Aide for District 9, explained that the Poorcastle Festival takes place in Breslin Park on May 20, 2022 through May 22, 2022, and will feature 36 local performers from all genres as well as several local vendors. She stated that more information was available on their website at poorcastle.com. She also stated that proceeds from the event benefit three non-profits: Louisville Leopard Percussionists, AMPED, and Girls Rock Louisville. A motion was made by Committee Member Triplett, seconded by Committee Member Peden, that this Ordinance be amended by adding the following: - $500 each from Districts 12 and 15 The motion to amend carried by a voice vote for a new total appropriation of $3,500.

    Committee Member Triplett asked for the total requested amount, which was provided as $14,200. A motion was made by Committee Member Triplett, seconded by Committee Member Peden, that this Ordinance be amended by increasing the amount appropriated by District 15 to $1,000.     A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Rachel Roarx, Legislative Aide for District 21, explained that the Beechmont Presbyterian Church Learning Hub was now being funded by Evolve502 so the request has been amended to remove that part and reduce the amount requested. A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be amended by substitution to change the scope and the amount being requested as shown in the attached documents titled "O-039-22 PROPOSED CABS 022322 D-21 NDF for S. Louisville Comm. Ministries Family Helping Families, etc.pdf" and "O-039-22 PROPOSED CABS Supporting Documentation SLCM.pdf." The motion to amend by substitution carried by a voice vote.

Caleb Howard, Legislative Aide for District 2, explained that these are funds that are committed yearly and that the funds will be used to assist seniors and lower income homeowners with emergency home repairs.     A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Keturah Morrow, Legislative Aide for District 3, explained that after working with Fund for the Arts and speaking with some constituents, some art programs have been created for District 3 that will cater to everyone. The funds for each program are all included here and all of the programs will be ran by Fund for the Arts. Committee Member Peden confirmed that Fund for the Arts is administering the programs and that these funds are not a pass-through to other entities to run the programs. He then asked if there was a limit to the amount that can be given to an agency because these funds are being appropriated in addition to what District 23 and External Agency Funds have already given them. LaTonya Bell, Council Financial Analyst, explained that she was not aware of any policy that would limit the dollar mount given to any one agency as long as they are in compliance. The motion carried by the following vote and the Ordinance was sent to the Consent Calendar:

  14. 3. APPROPRIATING $102,000 FROM DISTRICT 8 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS TO FUND SIDEWALK CURB EXTENSIONS ALONG BARDSTOWN ROAD FROM ELLWOOD AVENUE TO EDENSIDE AVENUE.
    Capital Infrastructure Fund
    Action: recommended for approval

    A motion was made by Committee Member Fox, seconded by Council Member Triplett, that this Capital Infrastructure Fund be approved. Council Member Chambers Armstrong briefly explained that these funds are being added to an already existing $1.5M project that the Kentucky Transportation Cabinet is doing on Bardstown Road, and this will increase the safety of the area and create more green space. Vice Chair Reed noted that there was a not-for-profit group also contributing to this and asked if they had done projects like this on Bardstown Road previously. Council Member Chambers Armstrong explained that it was a new group that has committed to raising $50,000 by having people in the area invest in their neighborhoods. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

Rachel Roarx, Legislative Aide for District 21, explained that the streets have not been selected yet but Public Works will have the funds available for eligible streets as needed. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  18. 7. AN ORDINANCE APPROPRIATING $10,000 FROM DISTRICT 1 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH DEVELOP LOUISVILLE, TO THE METRO HOUSING RESOURCE CENTER FOR EMERGENCY REPAIRS FOR QUALIFIED HOMEOWNERS IN DISTRICT 1.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Shalanna Taylor, Legislative Aide for District 6, spoke on behalf of District 1 and briefly explained this item. Committee Member Peden pointed out that former Council Member Jessica Green (D-1) was still listed as a sponsor. Council President David James (D-6) is also a primary sponsor and can approve for a District whose seat is vacant. This is a technical error that the Clerk will correct by removing former Council Member Jessica Green as sponsor. The motion carried by the following vote and the Ordinance was sent to the Consent Calendar:

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Committee Member Triplett stated that these were better than the trailers used to deter speeding, and that even though the sign is planted in the ground it can still be moved. Vice Chair Reed stated that there were two of these in his neighborhood and that they were very effective. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  20. 9. APPROPRIATING $2,512.80 FROM DISTRICT 15 NEIGHBORHOOD DEVELOPMENT FUNDS TO PUBLIC WORKS FOR THE ADDITION OF FOUR STREET LIGHTS ON LONGFIELD AVENUE, INCLUDING A FIVE-YEAR LEASE AGREEMENT WITH LOUISVILLE GAS AND ELECTRIC COMPANY.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Neighborhood Development Fund be approved. Committee Member Triplett explained that this is a dark area right down the street from Churchill Downs, and that there are homes that do not have driveways so the residents park on the street and light is needed. Committee Member Mulvihill explained that he was abstaining due to his wife's employment with Louisville Gas and Electric Company. The motion carried by a voice vote and the Neighborhood Development was approved.

  21. 10. APPROPRIATING $628 FROM DISTRICT 15 NEIGHBORHOOD DEVELOPMENT FUNDS TO PUBLIC WORKS FOR INSTALLATION OF LIGHTS AT 413 ATWOOD STREET, INCLUDING A FIVE-YEAR LEASE AGREEMENT WITH LOUISVILLE GAS AND ELECTRIC COMPANY.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Neighborhood Development Fund be approved. Committee Member Triplett briefly explained that it is another dark area that needs a light. Committee Member Peden asked how the cost of the light was so much lower than what the other Districts are paying, and there was some discussion but no definitive answer was provided. LaTonya Bell, Council Financial Analyst, stated that the paperwork attached for this item lists different Public Works personnel than usual that assisted with this appropriation. Committee Member Peden requested that the Council Financial Analyst pull the other contracts for similar lighting put in non-Urban Service District areas and Urban Service District areas for comparison. Committee Member Mulvihill explained that he was abstaining due to his wife's employment with Louisville Gas and Electric Company. The motion carried by a voice vote and the Neighborhood Development was approved.
