- 8. AN ORDINANCE APPROPRIATING [$30,000] $40,000 FROM DISTRICT 9 NEIGHBORHOOD DEVELOPMENT FUNDS TO DEVELOP LOUISVILLE FOR EXPENSES RELATED TO DEVELOPING A NEIGHBORHOOD PLAN FOR THE CLIFTON AND CRESCENT HILL NEIGHBORHOODS (AS AMENDED).OrdinanceAction: amended
A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Ordinance be recommended for approval. Kyle Ethridge, Legislative Aide for District 9, stated that these two neighborhoods were coming together because they share the Frankfort Avenue Corridor and a neighborhood plan was being developed. She also explained that an additional $10,000 needs to be added because there were no bids for the project because the amount was too low, and they are hoping that Develop Louisville will also be able to add additional funds. A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Ordinance be amended to add an additional $10,000 from District 9. The motion to amend carried by a voice vote for a new total appropriation of $40,000.
- 10. AN ORDINANCE APPROPRIATING [$20,000] $40,000 FROM DISTRICT 21 NEIGHBORHOOD DEVELOPMENT FUNDS TO DEVELOP LOUISVILLE FOR EXPENSES RELATED TO DEVELOPING A NEIGHBORHOOD PLAN FOR THE LOUISVILLE MUHAMMAD ALI INTERNATIONAL AIRPORT NEIGHBORHOODS (AS AMENDED).OrdinanceAction: amended
A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Ordinance be recommended for approval. Rachel Roarx, Legislative Aide for District 21, explained that District 21 wanted to increase the amount to $40,000 even though they anticipate another partner to contribute funds as well, but Develop Louisville cannot issue the Request for Proposal until all funds are guaranteed. She also explained that the funds were for a neighborhood plan and that these neighborhoods were selected because they have a commonality regarding being impacted by the intensity of use of the Muhammad Ali International Airport. Council Member Peden asked which neighborhoods were included in this neighborhood plan because other Council Districts may be interested in contributing funding and Rachel Roarx named the neighborhoods. A motion was made by Committee Member Peden, seconded by Committee Member Mulvihill, that this Ordinance be amended to add an additional $20,000 from District 21. The motion to amend carried by a voice vote for a new appropriated total of $40,000.

APPROPRIATING $3,339 FROM DISTRICT 2 NEIGHBORHOOD DEVELOPMENT FUNDS TO PUBLIC WORKS TO FUND THE STREET LIGHT AT 5609 REFLECTION DRIVE AND THE INSTALLATION OF A NEW STREET LIGHT AT THE INTERSECTION OF PATRIOTS CROSSING AND HURSTBORNE LANE FOR FIVE YEARS FOR INCREASED SAFETY AND SECURITY IN THESE AREAS.Neighborhood Development FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Neighborhood Development Fund be approved. Committee Member Peden asked if the cost of a single street light was $3,339 and Chair Blackwell explained that the $3,339 was the cost of two street lights. The motion carried by a voice vote and the Neighborhood Development was approved.
- 2. REPEALING AN APPROPRIATION FOR $6,240 FROM DISTRICT 5 CAPITAL INFRASTRUCTURE FUNDS TO SOLID WASTE MANAGEMENT SERVICES FOR THE PURCHASE OF 30 WIRE TRASH BASKETS TO BE PLACED AT VARIOUS LOCATIONS IN DISTRICT 5.Capital Infrastructure FundAction: approved
A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Capital Infrastructure Fund be approved. Council Member Purvis explained that the funds for the trash cans had already been allocated so these funds were not needed. A motion was made by Committee Member Peden, seconded by Vice Chair Reed, that this Ordinance be recommended for approval. Council Member Purvis briefly explained that the funding was being provided for the bullet proof vests so that the officers would be safe. A motion was made by Committee Member Peden, seconded by Vice Chair Reed, that this Capital Infrastructure Fund be approved. Shalanna Taylor, Legislative Aide for District 6, explained that this was a continuation of a project to provide for safety and visibility at the underpasses and that the cost was being split with District 15. Council Member Mulvihill confirmed with Shalanna Taylor that the funds were going to Public Works for the work and not Louisville Gas and Electric. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

A motion was made by Committee Member Peden, seconded by Committee Member Fox, that this Capital Infrastructure Fund be approved. Megan Metcalf, Legislative Aide for District 8, explained that a large portion of Bardstown Road was being resurfaced this summer and some bumpouts were being added but Council Member Chambers Armstrong wanted additional bumpouts so this is the survey to figure out where the additional bumpouts would go. Committee Member Peden asked Megan Metcalf to explain what a bumpout was and she did. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

A motion was made by Committee Member Peden, seconded by Vice Chair Reed, that this Capital Infrastructure Fund be approved. Rachel Roarx, Legislative Aide for District 21, explained that this is part of a traffic calming measure on Ashland Avenue. She also explained that $20,000 was previously allocated through the Budget, and that these were additional funds that were needed to complete the entire project that costs $33,660. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

LaTonya Bell, Council Financial Analyst, explained that the study was to determine how much right-of-way will be needed to install the sidewalk, and will include information about construction costs and possible utility relocation. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.
