    Vice Chair Fox called the meeting to order at 4:36 p.m.

  2. Roll Call

    Vice Chair Fox introduced the committee members and non-committee members present. A quorum was established. *NOTE: All committee members present attended virtually, except for Vice Chair Fox and Committee Member Peden, who attended in Chambers.

  4. 1. APPROPRIATING $12,079.26 FROM DISTRICT 19 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR REPAIRING FOUR SIDEWALKS LOCATED AT 17106 MALLET HILL DRIVE, 15109 ABINGTON RIDGE PLACE, 14313 MICAWBER WAY, AND 125 WATERSTONE WAY.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Chanelle Smith, Legislative Aide for District 19, explained that these repairs were not in the original plan but there were several requests for them so they have been added so that Public Works can do the work while in the area for efficiency. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  5. 2. APPROPRIATING $12,774.35 FROM DISTRICT 19 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS TO PAVE THE METRO-OWNED PORTION OF OLD STATION ROAD.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Chanelle Smith, Legislative Aide for District 19, explained that Middletown owns a third of this road and is going to repair their portion so these funds are to repair the two-thirds portion owned by Metro so it can be repaired all at once. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  6. 3. APPROPRIATING $1,500 FROM DISTRICT 5 NEIGHBORHOOD DEVELOPMENT FUNDS TO METRO PARKS FOR HOLIDAY TOYS FOR THE ANNUAL POLICE AUXILIARY HOLIDAY PARTY.

  7. 3. APPROPRIATING $1,500 FROM DISTRICT 5 NEIGHBORHOOD DEVELOPMENT FUNDS TO METRO PARKS FOR HOLIDAY TOYS FOR THE ANNUAL POLICE AUXILIARY HOLIDAY PARTY.

  8. 5. APPROPRIATING $12,145 FROM CAPITAL INFRASTRUCTURE FUNDS IN THE FOLLOWING MANNER: $4,048.34 FROM DISTRICT 6; AND $4,048.33 EACH FROM DISTRICTS 4 AND 5; TO LOUISVILLE METRO POLICE DEPARTMENT FOR A SPEED ALERT RADAR TRAILER TO BE USED IN THE 1ST DIVISION.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Brianna Wright, Legislative Aide for District 4, read a statement on behalf of Major Shannon Lauder, Louisville Metro Police Department (attached hereto). Officer Robert Oliver, Louisville Metro Police Department, spoke in support of this item and agreed with the statement from Major Shannon Lauder. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  9. 6. AN ORDINANCE APPROPRIATING $10,590 FROM DISTRICT 7 NEIGHBORHOOD DEVELOPMENT FUNDS TO PUBLIC WORKS TO PROVIDE LIGHTING ON THE SIDEWALK OF RUDY LANE TO INCREASE PEDESTRIAN SAFETY.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Council Member McCraney explained that five LED lights would be placed in this area and this will be helpful for the residents that walk along the sidewalk because it is very dark. The motion carried by the following vote and the Ordinance was sent to Old Business: During the vote, Committee Member Mulvihill stated that he would be abstaining due to his wife's employment with Louisville Gas and Electric Company.

  10. 7. AN ORDINANCE APPROPRIATING $10,000 FROM DISTRICT 8 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH THE OFFICE OF MANAGEMENT AND BUDGET, TO FRIENDS OF BEECHWOOD PARK TO FUND STONE ENTRANCE STEPS.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Megan Metcalf, Legislative Aide for District 8, explained that Phase 1 of this project, which added an ADA ramp, was previously funded for this pocket park near Mid City Mall, and that the Friends of Beechwood Park have requested stairs on the opposite side of the park so that it is more accessible to the local elementary school for their outdoor classroom and library. She also explained that the request was for $12,105 and that the Friends of Beechwood Park have assured their office that they would be able to provide the funds not being provided through this appropriation.   11. 8. AN ORDINANCE APPROPRIATING $10,000 FROM DISTRICT 8 NEIGHBORHOOD DEVELOPMENT FUNDS, THROUGH THE OFFICE OF MANAGEMENT AND BUDGET, TO HIGHLANDS COMMUNITY MINISTRIES TO FUND ITS FOOD PANTRY AND LOW-INCOME SENIOR LUNCH PROGRAM STAFF WAGES.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Megan Metcalf, Legislative Aide for District 8, explained that this program has received funding for several years from District 8, and that these funds would be to pay for the kitchen director's wages. She also explained that they were shut down part of the previous year and returned over $3,000 of the funds previously appropriated.   12. 9. APPROPRIATING $249 FROM DISTRICT 9 CAPITAL INFRASTRUCTURE FUNDS, THROUGH ECONOMIC DEVELOPMENT, TO THE PARKING AUTHORITY OF RIVER CITY TO WINTERIZE THE FOUNTAINS AT KAREN LYNCH PARK AND KEATS AND FRANKFORT AVENUE PUBLIC PARKING LOT.

Kyle Ethridge, Legislative Aide for District 9, explained that this was a bi-annual appropriation to turn these fountains off for the winter. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  13. 10. APPROPRIATING $16,078.10 FROM DISTRICT 9 CAPITAL INFRASTRUCTURE FUNDS TO PUBLIC WORKS FOR THE SIDEWALK CONNECTION AND CROSSWALK ON MELLWOOD AVENUE.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Kyle Ethridge, Legislative Aide for District 9, explained that the Mellwood Art Center completed construction of the sidewalk, and these funds are for Public Works to construct sidewalk connectors on both sides of Mellwood Avenue and a crosswalk with a system that allows the pedestrians to trigger flashing lights when crossing. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  14. 11. APPROPRIATING $2,500 FROM NEIGHBORHOOD DEVELOPMENT FUNDS IN THE FOLLOWING MANNER: $1,000 FROM DISTRICT 14; AND $250 EACH FROM DISTRICTS 1, 12, 13, 15, 21, AND 25; TO THE 3RD DIVISION OF THE LOUISVILLE METRO POLICE DEPARTMENT FOR THE SHOP WITH A COP EVENT THIS HOLIDAY SEASON.

  15. 12. APPROPRIATING $1,500 FROM NEIGHBORHOOD DEVELOPMENT FUNDS IN THE FOLLOWING MANNER: $375 EACH FROM DISTRICTS 6, 10, 15, AND 21; TO THE 4TH DIVISION OF THE LOUISVILLE METRO POLICE DEPARTMENT FOR THE SHOP WITH A COP EVENT THIS HOLIDAY SEASON.

  16. 13. APPROPRIATING $11,645 FROM CAPITAL INFRASTRUCTURE FUNDS IN THE FOLLOWING MANNER: $2,911.25 EACH FROM DISTRICTS 12, 13, 14, AND 25; TO LOUISVILLE METRO POLICE DEPARTMENT FOR THE PURCHASE OF A SPEED ALERT RADAR TRAILER TO BE USED IN THE 3RD DIVISION TO ADDRESS SPEEDING CONCERNS.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Capital Infrastructure Fund be approved. Brian Powell, Legislative Aide for District 25, explained that the four Districts sponsoring this appropriation initially wanted to purchase a radar trailer from each District office but were told that the 3rd Division of Louisville Metro Police Department would only accept funds for one radar trailer. Committee Member Triplett asked for the reason for not accepting the funds for four trailers, and Brian Powell explained that there was just not enough dedicated staff to be able to handle four trailers. The motion carried by a voice vote and the Capital Infrastructure Fund was approved.

  17. 14. AN ORDINANCE APPROPRIATING $10,000 FROM DISTRICT 25 NEIGHBORHOOD DEVELOPMENT FUNDS TO THE LOUISVILLE METRO POLICE DEPARTMENT TO ASSIST WITH OVERTIME HOURS FOR THE 3RD DIVISION TO PATROL STREETS IN DISTRICT 25 TO PREVENT CRIME AND PROVIDE OUTREACH.

    A motion was made by Committee Member Peden, seconded by Committee Member Triplett, that this Ordinance be recommended for approval. Brian Powell, Legislative Aide for District 25, explained that the funds appropriated for this in February have been depleted and that these additional funds are used for overtime to address specific issues brought to the attention of the District office, as well as monitoring speeding, placing the radar trailer, and locking the gate at Waverly Park. He also mentioned a story on WDRB in regards to the success the activities funded by this appropriation are having in this area.
