Children and Youth Services Master Plan Annual Report. Purpose: Provide an annual report on implementation of the Children and Youth Services Master Plan. Approve an amendment to the August - December 2026 Neighborhood Services and Education Committee Work Plan to add the following item scheduled for the December 10, 2026 Committee meeting.     1. Authorize travel, accept travel payments to the City of San José, and designate Councilmember Tordillos as the City representative to participate in the Social Housing Field Study organized and funded in part by Global Policy Leadership Academy from September 13-19, 2026, in Vienna, Austria. 2. Excuse Councilmember Tordillos' absence from the City Council meeting on September 15, 2026, due to authorized City business. 3. Place the item on the August 11, 2026 City Council Agenda for action.
