Approve the World AIDS Day Flag Raising with AIDS Ribbon Flag scheduled on December 2, 2025, and Tower and Rotunda Lighting scheduled for December 1-4, 2025, and Special Use of the Rotunda for December 1 and December 2, 2025, as a City Council sponsored Special Event and approve the expenditure of funds. 3. Approve the Music in the Valley Festival scheduled on May 2, 2026 as a City Council sponsored Special Event and approve the expenditure of funds. 4.
