You may speak to the City Council about any discussion item that is on the agenda, and you may also speak during Open Forum on items that are not on the agenda and are within the subject matter jurisdiction of the City Council. Please be advised that, by law, the City Council is unable to discuss or take action on issues presented during Open Forum. According to State Law (the Brown Act) items must first be noticed on the agenda before any discussion or action. Each speaker generally has two minutes to speak per item.   30. The meeting is adjourned in memory of Frank M. Taylor who passed away in March 2025. He is survived by his wife Barbara and daughters Emily and Sarah. Frank served as the Executive Director of the San José Redevelopment Agency for two decades through 1999. He was a man of consummate passion about his work, which was the art and science of city building. His ambitious vision to reimagine Downtown San José and its surrounding Neighborhood Business Districts and Industrial Areas led to a spectacular array of public projects that bear his imprint to this day. Always with an eye towards beauty and practicality, Frank never lost sight of his dream to create an urban center worthy of the Capital of Silicon Valley. In everything he did, Frank insisted on a commitment to excellence. He was a big picture guy who was always in love with his city. This is the legacy we honor today and for years to come.
