DEFINITION OF TERMS: • Action Item: shall mean any resolution, ordinance, public hearing, motion or recommendation requiring official vote and approval of the City Council to be effective. • Informational Item: shall mean an agenda item consisting only of an informational report that does not require or permit Council action. • Consent Item: shall mean, for the purposes of the City Council agenda, any action or informational item that a Standing Committee has forwarded to the full Council with unanimous recommendation for approval, except: 1) any item having a high level of public interest or controversy as determined by the Rules and Legislation Committee; 2) any action item that the Rules and Legislation Committee has placed on the Consent Calendar in accordance with Rule 26; or 3), any item that requires a public hearing or that is otherwise ineligible by law as a Consent Item. • Non-Consent Item: shall mean, for the purposes of the City Council agenda, any action or informational item that: 1) a Standing Committee has forwarded to the full Council without unanimous recommendation for approval; 2) has a high level of public interest or controversy as determined by the Rules and Legislation Committee or: 3) requires a public hearing or is otherwise ineligible by law as a Consent Item.

8. 3 Subject: Ordinance Adding A Firearm Procurement Policy To The Oakland Municipal Code From: President Pro Tempore Kalb And Councilmember Kaplan Recommendation: Adopt An Ordinance Adding Chapter 2.10 To The Oakland Municipal Code (1) Requiring That Any Contract With Manufacturers Or Retail Dealers Of Firearms Or Ammunition Includes Provisions Certifying Their Compliance With Applicable Local, State, And Federal Laws As Described; And (2) Prohibiting Contracts With Manufacturers Or Retail Dealers Of Firearms Or Ammunition That Refuse To Submit Or Are Otherwise Unable To Certify Their Compliance, Unless Granted A Waiver By The City Administrator

9. 4 Subject: DVP CalVIP Grant From: Department Of Violence Prevention Recommendation: Adopt A Resolution: (1) Accepting And Appropriating A California Violence Intervention And Prevention Grant From The California Board Of State And Community Corrections In An Amount Not To Exceed Nine Thousand One Hundred Seventy-Four Dollars ($9,174) For The Period Of July 1, 2023, To June 30, 2025; (2) Authorizing The City Administrator To Take All Steps Necessary For The City To Receive The CalVIP Grant; And (3) Authorizing The City Administrator To Add One 0.8 Full-Time Equivalent Administrative Assistant I Position To The Department Of Violence Prevention (DVP) For The Term Of July 1, 2023, To June 30, 2025, For A Total Amount Not To Exceed Two Hundred Fifty Thousand Dollars ($250,000) Using CalVIP Cohort IV Funding Accepted By The City In July 2022 Through Resolution No. 89367 C.M.S.
