Recommendation to authorize the General Manager to implement a one-time enhancement to the City of Long Beach’s ongoing Utility Payment Assistance programs to include: a) a one-time Utility Users Tax (UUT) credit of: (i) $200, per account, for qualifying Long Beach ratepayers enrolled in the senior citizen/disability Utility Users Tax Exemption Program as of March 31, 2023, (ii) $150, per account, for qualifying Long Beach residential ratepayers enrolled in the City’s Low Income Gas Discount Program as of March 31, 2023, and, as long as funds remain available, (iii) upon request by Long Beach residential ratepayers that self-certify in writing that they are in economic need; and also b) a one-time AB 32 credit of $45 applied to all Long Beach and Signal Hill individually-metered residential accounts.

    A motion was made by Commissioner Shannon, seconded by Commissioner Martinez, to approve an amended recommendation of a one-time UUT credit of (i) $200 for qualifying seniors and disabled citizens; (ii) $150 for qualifying low income customers; and a one-time AB 32 credit of $45 to all gas customers; and that the payment assistance for customers in economic need be returned to the next Board meeting. The motion carried by the following vote:

Recommendation to authorize the General Manager to enter into a Natural Gas Commodity Fixed Price Swap Agreement pursuant to the International Swap and Derivatives Association (ISDA) Master Agreements, to provide natural gas price protection with terms that meet or exceed the following conditions: 1) a term of no more than three years; and 2) pricing terms indexed at the Southern California border.
