    A motion was made by Commissioner Castillo, seconded by Commissioner Ware, to approve recommendation, as amended, to [1] include special conditions of approval that the Applicant revise the queuing analysis once bus routes are received from Long Beach Unified School District, provide traffic counts south and north of the project site, a traffic gap analysis, turning movement counts at the intersection of East Spring Street and Walnut Avenue, a circulation plan on-site, and mitigate potential impacts to the satisfaction of the City Traffic Engineer or the Director of Development Services prior to any business license and building permit approvals; [2] the applicant shall work with the Development Services staff and City Traffic Engineer to address any queuing issues that arise from its operation; and [3] a condition of approval that City staff coordinate with the Applicant on appropriate queuing safety training for drivers including not parking in bike lanes. The motion carried by the following vote:
