    A motion was made by Commissioner Gutierrez, seconded by Commissioner Nhim, to adopt Proposed Final Map 2 (IRC Draft Map 3) with the changes to: [1] move the western side of the Port and the Westside South Neighborhood to District G; [2] unify the Rose Park neighborhood with the boundaries of 4th Street, 10th Street, Cherry and Redondo in District B; [3] move Plaza Zaferia park into District B; [4] unify the Bluff Park neighborhood by moving the boundary to Loma along Broadway and Ocean in District B; [5] include the oil islands into multiple districts; [6] move the Museum of Latin American Art and the parking lot with the boundaries of Alamitos, Cerritos, 6th Street and 7th Street in District A, as a Proposed Final Map; [7] move the Bixby Knolls neighborhood northern boundary to the Union Pacific Railway between Atlantic and Orange, and to Del Amo between Orange and Cherry into District E; and [8] move Los Cerritos neighborhood into District H, as a Proposed Final Map. The motion carried by the following vote:
