Recommendation to adopt resolution ordering, calling and providing for and giving notice of a Special Municipal Election to be held in the City of Long Beach on Tuesday, November 6, 2018 for the purpose of submitting a proposed charter amendment to a vote of the qualified electors of the City relating to creating a Citizen Redistricting Commission; directing the City Attorney to prepare an impartial analysis of the charter amendment; and providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed charter amendment to be submitted at said election.ResolutionAction: approve recommendation and adopt Passed
A motion was made by Austin, seconded by Richardson, to approve recommendation, as amended, to add "and at such other times" to section (d) of Power and Duty of Commission to adopt Council District Boundary Map, and revised section (b)(2) of Commissioner, Qualifications, Requirements and Post-Service Restrictions to read "A person who, or whose spouse, registered domestic partner, or child, within the eight (8) years immediately preceding their date of application to be on the Commission, has contributed to a candidate for City elective office, in a single year, more than $250"; and adopt Resolution No. RES-18-0107. The motion carried by the following vote:

A motion was made by Richardson, seconded by Austin, to approve recommendation, as amended, for Section 803 to include "Immediately upon the completion of such examination and audit, the City Auditor shall make and file with the City Clerk and Council, a written report thereof. If, during the course of such examination and audit, the City Auditor discovers any irregularities, the City Auditor shall immediately make and file a written report thereof to the City Clerk and Council" and Section 806 to include "A certified copy of every contract in which the City or any of its commissions is a party shall be filed with the City Auditor within ten (10) days after execution"; and adopt Resolution No. RES-18-0110. The motion carried by the following vote:

Recommendation to adopt resolution requesting the Board of Supervisors of the County of Los Angeles to authorize and order the consolidation of a Citywide Special Municipal Election for Five Charter Amendments with the Statewide General Election to be held on Tuesday, November 6, 2018; requesting the Board of Supervisors of the County of Los Angeles to render specified services to the City relating to the conduct of said Special Municipal Election and determining and declaring that the City will pay to the County reasonable and actual expenses incurred by the County on account of the consolidation of this election.ResolutionAction: approve recommendation and adopt Passed
