    A motion was made by Chair Richardson, seconded by Vice Chair Mungo, to approve recommendation, as amended, to change the following: [1] Economic Development No. 1 Section D to separate Council directive as follow: (a) support legislation that provides qualifying undocumented youth with a conditional path to citizenship requiring completion of a college degree or military services; and (b) support comprehensive immigration reform that will provide a dignified path to United States citizenship, strengthen the nation's workforce and the economy; [2] Public Safety No. 3 Section D to separate Council directive as follow: (a) support policy changes that recognize and promote mental health services as part of the gun control law discussion; [b] to add a directive to support legislation lifting the ban on comprehensive gun violence and data collection research; and [3] Education No. 2 Section B to include previous language to support legislation and grants that enhance the effective education of the City's children and youth from pre-school through post-secondary education, including school readiness, educational enhancement institutions such as the Aquarium of the Pacific, and services of the Workforce Investment Network's Youth Opportunity Center aimed at increasing the employment rate and employability of young adults; and forward to the City Council for adoption. The motion carried by the following vote:
