   A motion was made by Vice Chair DeLong, seconded by Chair Garcia, to approve recommendation. The motion carried by the following vote:

7. 2. Recommendation to City Council to concur in recommendation of the Elections Oversight Committee to approve Ballot Rotation and forward to City Council for further discussion and approval.

   A motion was made by Vice Chair DeLong, seconded by Chair Garcia, to approve the recommendation and forward to City Council for discussion and approval due back on 12/06/2011. The motion carried by the following vote:

Recommendation to City Council to concur in recommendation of the Elections Oversight Committee to authorize City Clerk to procure voting system technology that will allow persons with disabilities to vote privately and independently, at City Hall, during the 29 day early voting window period for the April 2012 Primary Nominating and June 2012 General Municipal elections.

   A motion was made by Vice Chair DeLong, seconded by Chair Garcia, to approve recommendation for procurement of voting system technology that would allow disabled persons to vote privately and independently at City Hall for the 2012 election cycle and forward to the full City Council due back on 10/18/2011. The motion carried by the following vote:

9. 4. Recommendation to request City Attorney to prepare amendments to Long Beach Municipal Code Chapter 2.08, related to administration of the lobbyist registration program, with such amendments retroactive to July 1, 2011.

   A motion was made by Member Schipske, seconded by Chair Garcia, to approve recommendation to continue for a period of one year, exempting all non-profit organizations from being required to register as persons who lobby public officials and that we continue to the hearings of the Elections Oversight Committee to improve the Ordinance. The motion carried by the following vote:
