  4. 2. Recommendation to City Council to concur in recommendation of the Elections Oversight Committee that the draft lobbyist ordinance be received and approved.

    A motion was made by Vice Chair Schipske, seconded by Chair B. Lowenthal, to approve recommendation to request the City Attorney to draft a Lobbyists ordinance similar to the of the City of Sacramento with the addition of requirements for mandatory exportation communications disclosures; request reports seven (7) days before or at the time of the vote; request that lobbyists report employment fifteen (15) days after appointment; determine a threshold amount to be reported along with a client list; delete provisions of prohibiting deceptive lobbying; prohibition of gifts from lobbyists; delete the section where lobbyists are required to report campaign contributions; and any corporation which the city is the sole shareholder, to be used for discussion purposes only. The motion carried by the following vote:
